In the September, 1996 issue of Rumor Mill News, we ran story which was
leaked to us by one of our high ranking Navy Intelligence Sources. The story
he leaked was about a project called "Operation Rain Dance".

OPERATION RAINDANCE

"This project was set into motion by the Department of the U.S. Army, an Air
Force Special Research Unit, and Bio Medics from the U.S. Navy.

It was officially born in/during the first quarter of 1989, and held one
purpose in common; how to eradicate one special race of people. (Through
manipulation of genes, any race of people could be the target group.)

The project was called LVNM Special Labs Division. It was located at an
insane asylum in Las Vegas, New Mexico. (That's where the LVNM come form).

It also bore the code signal SB-17.

SB-17 was a virus they were working on to target and kill only native
Americans.

Desert rats were used to carry the virus into towns and municipalities.
There
the virus was transmitted, via fecal matter, into the local water supply,
and
broken down bacteriologically, it was able to enter the food chain.

Do you remember the 7-9 Navajo Indians who died of mysterious circumstances.
The coroner's report was "death induced by unknown virus". The experiment
was
a success. Only America Indians died of the virus which we now mistakenly
call, the Hanta virus."

Once when I sat at a table of high ranking Navy Intelligence types, they
told
me the story about, "The Great Dying". They said that the old plagues like
cholera and malaria would soon break out in South America and Central
America
and millions of dying people would be crawling northward, desperately trying
to escape the death that awaited them in the muddy waters of their
homelands.

The men who told me this tale said that the "official" story of "The Great
Dying" had already been written and made into a Fantasia type cartoon,
complete with a classical score from "Night on Bald Mountain" and other
classical works.

I was told that the survivors of "The Great Dying" would be too ignorant and
unschooled to read books or appreciate a newsreel type program, so it was
decided that a Disney type animated film would be the way to teach these
people.

As the men who worked on the project described the millions of men, women
and
children who were stretched out on the muddy ground, crawling their way to
salvation in the United States, I could actually hear the strains of "Night
on Bald Mountain" playing behind the images they created in my mind.

Israel planning 'ethnic' bomb as Saddam caves in

ISRAEL is working on a biological weapon that would harm Arabs but not Jews,
according to Israeli military and western intelligence sources.

The weapon, targeting victims by ethnic origin, is seen as Israel's response
to Iraq's threat of chemical and biological attacks. Yesterday Saddam
Hussein, the Iraqi leader, backed away from the brink of war and agreed to
resume co-operation with the inspection teams seeking his suspected chemical
and biological weapons plants.

Kofi Annan, the United Nation secretary-general, said he believed Iraq had
met UN requirements. As Britain and America stood by to bomb Saddam,
however,
Tony Blair's office said compliance must be unconditional. The White House,
which is threatening Iraq with the biggest onslaught since the Gulf war,
said
President Bill Clinton's advisers were assessing whether Iraq's offer was
adequate.

The Pentagon is ready to bomb within days. Last week Downing Street warned
Labour MPs that Saddam could be only weeks away from completing the
construction of offensive biological weapons mounted on Scud missiles.
Israel
was hit by Scuds during the Gulf war and fears it would be the prime target.

In developing their "ethno-bomb", Israeli scientists are trying to exploit
medical advances by identifying distinctive genes carried by some Arabs,
then
create a genetically modified bacterium or virus.

The intention is to use the ability of viruses and certain bacteria to alter
the DNA inside their host's living cells. The scientists are trying to
engineer deadly micro-organisms that attack only those bearing the
distinctive genes.

The programme is based at the biological institute in Nes Tziyona, the main
research facility for Israel's clandestine arsenal of chemical and
biological
weapons. A scientist there said the task was hugely complicated because both
Arabs and Jews are of semitic origin. But he added:

"They have, however, succeeded in pinpointing a particular characteristic in
the genetic profile of certain Arab communities, particularly the Iraqi
people."

outrage in some quarters because of parallels with the genetic experiments

Dr Josef Mengele, the Nazi scientist at Auschwitz. Dedi Zucker, a member of
knesset, the Israeli parliament, denounced the research yesterday.

"Morally, based on our history, and our tradition and our experience, such a
weapon is monstrous and should be denied," he said.

Some experts said that although the concept of an ethnically targeted weapon
was feasible, the practical aspects of creating one were enormous.

Dr Daan Goosen, head of a South African chemical and biological warfare
plant, said his team was ordered in the 1980s to develop a "pigmentation
weapon" to target only black people.

He said the team discussed spreading a disease in beer, maize or even
vaccinations but never managed to develop one. However, a confidential
Pentagon report warned last year that biological agents could be genetically
engineered to produce new lethal weapons.

William Cohen, the American defence secretary, revealed that he had received
reports of countries working to create "certain types of pathogens that
would
be ethnic-specific". A senior western intelligence source confirmed last
week
that Israel was one of the countries Cohen had in mind.

The "ethno-bomb" claims have been given further credence in Foreign Report,
a
Jane's publication that closely monitors security and defence matters. It
reports unnamed South African sources as saying Israeli scientists have used
some of the South African research in trying to develop an "ethnic bullet"
against Arabs.

It also says Israelis discovered aspects of the Arab genetic make-up by
researching on "Jews of Arab origin, especially Iraqis". The British Medical
Association has become so concerned about the lethal potential of
genetically
based biological weapons that it has opened an investigation, which is due
to
report in January.

Dr Vivienne Nathanson, who organised the research, said: "With an ethnically
targeted weapon, you could even hit groups within a population. The history
of warfare, in which many conflicts have an ethnic factor, shows us how
dangerous this could be."

Porton Down, Britain's biological defence establishment, said last week that
such weapons were theoretically possible. "We have reached a point now where
there is an obvious need for an international convention to control
biological weapons," said a spokesman.

Suspicious Canisters, Clues Unearthed in Orange County, California

Inquiry: Police believe they hold weapons or hazardous materials. Doctor's
link to South Africa military probed.

Investigators unearthed six suspicious canisters Thursday from the backyard
of Dr. Larry C. Ford's Irvine home as details emerged about the biomedical
researcher's possible one-time links to military and biological weapons
programs.

The specifics of Ford's role are unclear, but in an interview Thursday the
former surgeon general of the South African Defense Force said Ford served
as
an "informal consultant" and provided advice on protecting military
personnel
against biological attacks.

Dr. Neil Knobel said that the Truth and Reconciliation Commission, a South
African government panel investigating apartheid-era human rights abuses,
asked about his relationship with Ford during hearings in 1998.

The commission also asked the head of a secret South African military
biological weapons program whether Ford had worked with him, Knobel said,
though the panel did not mention Ford's name in any final report.

Knobel said he does not believe Ford played a role in weapons development,
but another South African doctor said Ford claimed in 1995 that he had been
involved in the research.

Ford is at the center of a widening probe into the attempted assassination
last week of his business partner, John Patrick Riley, chief executive of
Biofem Inc.

Ford committed suicide March 2, police said, a day after detectives served
search warrants on his Irvine home in connection with the shooting.

The excavation in Ford's backyard came after detectives were told by an
unnamed family member that the doctor had buried weapons and biological
materials on the property.

Officer Discounts Danger of Containers

Police on Thursday found six white plastic cylinders, 10 inches wide and at
least 3 feet long, buried beneath a concrete slab in Ford's backyard.

"We have dug down 3 feet and haven't reached the other end of the cylinders,
which we believe are also capped," Irvine Police Lt. Sam Allevato said. "We
don't know what's inside, but we believe they are filled with illegal
weapons
and hazardous materials."

Once dirt is removed from around the containers, a robot from the Orange
County Sheriff's Department will be used to lift them out. The cylinders
will
be X-rayed at the site and then taken to a laboratory, where they will be
opened, police said.

Allevato said he doesn't believe the canisters pose a health threat.

"We believe the items [inside] to be secure," he said. "They are in a static
condition and will only be opened in a lab."

Another 21 canisters filled with "thousands of rounds" of ammunition,
including belted machine gun rounds, were found during a search of Ford's
house, Allevato said. No illegal weapons were found in the home, he said.

Police said Ford owned a number of rifles and shotguns, and ammunition for
those legal weapons was found in the home. Hundreds of rifle rounds were
discovered inside a closet, under a false floorboard, Allevato said.

It is unclear why Ford had the belted machine gun ammunition, illegal for a
private gun collector to own. Police believe the suspected biological
materials were used as part of Ford's medical research.

Ford's attorney said Wednesday that his client had once done work for the
U.S. government on chemical weapons but didn't know specifics.

Federal government sources said Thursday they were aware Ford had contact
with the South African consulate in Los Angeles during the 1980s.

Police closed an Irvine elementary school and evacuated 48 families, about
250 residents, from the neighborhood Wednesday as a precaution. They feared
that Ford might have booby-trapped some of the buried containers, but
Allevato said no explosive devices were found.

The dig came more than a week after an apparent botched assassination
attempt
on Riley, 58, as he arrived for work at Biofem's Irvine Spectrum offices. An
unidentified gunman shot Riley once in the cheek, then fled in a van, which
investigators said was driven by Los Angeles businessman Dino D'Saachs, 56,
who has been charged in the case. The gunman remains at large.

Three days later, Ford returned home after meeting with his lawyer, then
shot
himself in an upstairs bedroom.

Riley issued a statement Thursday sympathizing with the families evacuated
but declaring that his company never worked with hazardous materials.

"I am very sorry that this has caused such a disruption to your lives," he
said through a public relations company. "I want to assure everyone that the
work at Biofem does not, nor has it ever in the past, involved the use of
toxic materials or chemicals. Additionally, there are no toxic substances of
any type involved in the creation or testing of our products."

Biofem Had Considered Trials in S. Africa

Riley said he has been advised to "remain in seclusion for the time being. I
am looking forward to a full recovery and returning to work and resuming my
life."

He said that company officials are already back at work in hopes of starting
clinical trials soon on Inner Confidence, a female contraceptive suppository
they believed would also hinder the spread of sexually transmitted diseases.
Biofem, he added, has sufficient funds to complete tests.

Until the outbreak of violence, Biofem was a little-noted company through
which Ford and Riley sought to market Inner Confidence.

One of their ideas was to conduct clinical trials in South Africa, a plan
supported by Knobel, the military surgeon general who retired in 1997.

Dr. Otto Muller, a South African medical researcher, said he worked with the
company to draw up plans for the trials. But Biofem never followed through,
he said.

Ford had also suggested trials involving South African defense forces'
medical personnel, Muller said. But Muller rejected that idea, fearing
political fallout because the mostly white military had been so discredited
in the wake of apartheid.

Raymond A. Lee, the Biofem attorney, said the firm dropped the South African
trials to await approval by the U.S. Food and Drug Administration, which he
said would allow them to market the product globally.

The extent of Ford's relation with the South African military is unclear.
Muller said Ford told him in 1995 that he was involved in South Africa's
military-led program to develop biological weapons.

Knobel did say that Ford worked with the military during the Persian Gulf
War
by giving advice on a chemical-warfare protection plan for personnel
stationed in Israel.

Dr. Otto Muller, a South African medical researcher, said he worked with the
company to draw up plans for the trials. But Biofem never followed through,
he said.

Ford had also suggested trials involving South African defense forces'
medical personnel, Muller said. But Muller rejected that idea, fearing
political fallout because the mostly white military had been so discredited
in the wake of apartheid.

Raymond A. Lee, the Biofem attorney, said the firm dropped the South African
trials to await approval by the U.S. Food and Drug Administration, which he
said would allow them to market the product globally.

The extent of Ford's relation with the South African military is unclear.
Muller said Ford told him in 1995 that he was involved in South Africa's
military-led program to develop biological weapons.

Knobel did say that Ford worked with the military during the Persian Gulf
War
by giving advice on a chemical-warfare protection plan for personnel
stationed in Israel.

Abstract

Methods and compositions useful for inducing a cytotoxic. T lymphocyte
response (M) in a human or domesticated or agriculturally important animal.

The method includes the steps of providing the antigen to which the CTL
response is desired and providing an antigen formulation which comprises,
consists, or consists essentially of two or more of a stabilizing detergent,
a micelle-forming agent, and an oil.

This antigen formulation is preferably lacking in an immunostimulating
peptide component, or has sufficiently low levels of such a component that
the desired CTL response is not diminished.

This formulation is provided as a stable oil-in-water emulsion.

This application is a continuation-in-part of pending U.S. Ser. No.
08/351,001 filed Dec. 7, 1994

which is a continuation-in-part of pending U.S. Ser. No, 07/919,787 filed
Jul. 24, 1992 U.S. Pat, No. 5,585,103

which is a continuation-in-part of U.S. Ser. No. 07/735,069, filed Jul. 25,
1991, entitled "Induction of Cytotoxic T-Lyrnphocyte Responses," by Syamal
Raychaudhuri and William H, Rastetter (now abandoned).

All of these applications are incorporated by reference in their entirety.
This invention relates to methods and compositions useful for inducing
cytotoxic T-cell mediated responses in humans, and domesticated or
agricultural animals.

1. A composition comprising , g a papillomavirus anitigen mixed with a
microfluidized antigen formulation comprising:

(a) a stabilizing detergent,

(b) a micelie-forming agent, and

(c) a biodegradable and biocompatible oil,

said antigen formulation being formulated as a stable oil-in-water emulsion,

said antigen formulation being substantially free of immunostimulating
peptides and wherein

said composition upon administration to an Animal selected from the group
consisting of humans, domesticated animals and agricultural animals is
capable of inducing a specific cytotoxic T-lymphocyte response against the
papillomavirus antigen contained in the composition.

2. The composition of claim 1, wherein said papillomavirus antigen is
selected from the group consisting of HPV16 E6 antigen, HPV16 E7 antigen,
HPV18 E6 antigen, HPV18 E7 antigen, HPV6 E4 antigen, HPV6 L I antigen, HPV
11
E4 antigen and HPV 11L 1 antigen.

3. A method for treating cervical cancer comprising administering a
therapeutically effective

Forty-nine homes and a school near Ford's home were evacuated before digging
started Thursday.

Investigators believe Ford held answers to the attack on his partner at
Biofem Pharmaceutical Inc., James Patrick Riley. A masked gunman shot and
wounded Riley two weeks ago.

Almost immediately, police focused on Ford. But before police could question
Ford, he committed suicide.

Police have arrested a friend of Ford's and accused him of being the getaway

Hidden Ammo Probed in Murder Case

IRVINE, Calif. (AP) -- Investigators said Friday they found thousands of
rounds of ammunition hidden under a false floor in the home of a doctor who
committed suicide before police could question him about a failed plot to
kill his partner.

On Thursday, police and FBI agents found 21 canisters filled with bullets,
including machine gun rounds, hidden in the home of Dr. Larry C. Ford,
police
Lt. Sam Allevato said. Investigators also found six drums planted 7 feet
deep
in Ford's yard that contained ''military-grade'' plastic explosives,
Allevato
said.

Ford's attorney said the doctor worked for the CIA for 20 years, and the Los
Angeles Times reported that he had expertise in chemical and biological
weapons.
