but was forced to recall them on direct orders from President Johnson,
who ordered the recall rather than allow the US to get dragged into open
conflict on the side of the Arabs.

In my view from studying the "official" version of the Liberty incident this
is a good approximation of what happened there.  The Liberty was obviously
being used to intercept communications in the region, it's exact mission was
stated to be routine, but some of its equipment and paraphrenelia was not
disclosed, some of which must have been high tech listening devices as well
as radio jamming technology, and etc.
That the Israelis attacked the ship is itself an indictment against what was
going on there, they viewed it as an encroachment into their affairs and saw
it as a threat to their plans.  I make no statement as to the rightness or
wrongness of the actions of the Israelis or the US in the situation but see
the above as a fair estimate of the real situation.
