The coming episode is called "Surviving Sexual Abuse: It is Too Late for Justice?'' McGonigle, who consults on cases pertaining to sexual assault, child sexual abuse, memory and hypnosis, was one of six panelists who spoke on the topic. Two of the panelists were victims of child sexual abuse; one was from Massachusetts and another from Iowa. McGonigle said she fielded about four questions and will probably only be heard for a few minutes during the show, which was taped in New York City. One question she was asked was what victims can do when they realize the statute of limitations has run out for prosecution of their abusers. Viewers will learn that there is not much they can do. McGonigle said in an interview after the show was taped that she is in favor of extending the criminal statute of limitations in Connecticut to parallel the civil statute of limitations, which allows minor victims to file lawsuits until the age of 35. "I do not believe that this will open any sort of flood gate of prosecutions,'' McGonigle, 39, said. McGonigle's law practice includes the representation of survivors of sexual assault. Currently, in Connecticut, a person can be prosecuted for sexual abuse of a minor within two years from the date the victim reaches 18 years old or within five years from the date the victim notifies a police officer, or prosecutor, whichever comes earlier. "Due to the delays in reporting and the existence of partial or full amnesia for traumatic experiences, there is a need to extend the criminal statute of limitations for prosecuting the crimes of incest and child sexual abuse,'' she said. Many child victims are threatened by their abusers and fail to report incest and sexual abuse promptly, said McGonigle, a member of the National Crime Victim Bar Association.
