Farm Proposals August 13, 2003 By REUTERS Filed at 4:42 a.m. ET GENEVA (Reuters) - The European Union and the United States have reached agreement on a joint plan for world farm trade reform, diplomats said on Wednesday. The plan, which will be put to World Trade Organization (WTO) member states later in the day, could kickstart stalled negotiations on agriculture that are crucial to the overall Doha Round of free trade talks. ``They have told me that there is an agreement,'' Uruguayan Ambassador Carlos Perez del Castillo, Chairman of the WTO Executive General Council, told Reuters. No details of the accord were immediately available, but diplomats said it covered the three key areas -- domestic support, export subsidies and market access.
