[datameet] Ministry of Statistics Draft Guidelines for data dissemination

MoSPI has issued draft Guidelines for data dissemination and also pricing
structure to be followed for sale of their data. The deadline to send
comments is over, but the guidelines are only for MoSPI departments to
publish data.
