Hi,

Many workers would have working mobile connections and thus mobile
companies would have the data based on roaming/call tower handovers. I am
trying to get this data after anonymizing in a summary (consolidated)
format, but no luck so far due to confidentiality concerns and potential
political ramifications.

There are various ways that you can look at these zones.

If your outlook is targeted towards Agriculture, or ecology, then you
should look into the Agro-climatic Zones. Various Research bodies define
them differently:

If you want to have the data match the IMD's Sub divisions (WHich are
divided on an Administrative Basis, and no on any geographic bases) then
you will need a Map like this:
