We are using Avni App to collect information at village well. We are using the 
same app for the followup activities as well.

I second Devdatta.

If it is about data collection offline followed by sync with network
availability without much processing at server end, ODK does the job well.

We have earlier done mobile app and few reporting capabilities on top ODK.
Can share if it is useful for you.
