[datameet] Data digitization using python

Hi data enthusiasts

I have a lot of publicly available data which are pdf scans of old
publications. I wish to digitize them as a public service. I found that the
following python package is pretty efficient at doing this job:

However, since I am python-illiterate, I was wondering if any of you python
enthusiasts would be interested in writing the code for this project?
Obviously, this is voluntary work.

Hi Ravi

I'm not entirely aware of a bank branch data set that comes with lat-long
info. However, the SHRUG data thatI alluded to includes PIN codes of
branches. So you can merge that data with the following PIN code map to get
approximate locations of bank branches:

I tried accessing the archived versions of the older input survey website
on web.archive.org (a website that automatically and randomly archives
webpage over the internet) thinking that maybe one could get access to the
data from there. But unfortunately, the data on that old website was
available on a dynamic webpage (i.e. the user needed to enter a query and
then the data would be returned) because of which no version of the actual
data could be archived.

I think, going forward, it is a suggestion to everyone on this group that
whenever and wherever you see useful public data sets like this behind
dynamic web pages on Indian government websites, please extract them and
archive them on github or some other data repository (this isn't something
new and has been done for several other data sets in the past). Such data
sets (especially micro data at the district level, like the input survey)
are extremely useful for research purposes and must remain publicly
accessible. But because government websites can't really be relied upon, it
is our responsibility as data enthusiasts to help them remain publicly
accessible.

As for the input survey, since the new website is almost exactly the same
as the old one, my guess is that their links to the data set are not
working right now because they are in a phase of migration and most
probably this is a temporary friction. But whenever that gets resolved,
please seriously consider archiving all waves of their data set for future
public use, because such a situation can arise again.

To the best of my knowledge, the only household survey that is conducted
annually is the Consumer Pyramids Survey by the Centre for Monitoring
Indian Economy. But there are two caveats. One, I highly doubt that it
consists of the variable you are looking for. Two, it can be accessed only
if your institution pays for a subscription to it.

In short, the chances that you will find this variable at an annual
frequency at the individual/household level are pretty low, at least based
on what I know. However, if you are willing to let go of the 'annual' or
'high frequency' constraint, then you have the IHDS, NFHS, and NSS surveys.

However, I may stand corrected since learning never ends!

Disclaimer: I haven't tried it and I'm only shooting in the dark.

Open street map (OSM) usually has archives of a lot of types of their data
across the web. It also has a GPS navigation system similar to Google maps,
so I'm assuming they would have archival data for traffic too. Maybe that's
a place you could look.

If there are any other people who have concrete info on this, please pitch
in.

Actually all place names are available in the file 'shrid_loc_names'.
Please go through their documentation to understand how they define a
SHRID. It is basically a village, but you will get the nuances from their

I don't remember anything off the top of my head. However, I do have a
group of research papers on Indian bureaucrats which use different data
sets, some of which may be publicly accessible. You can read the 'Data'
section of each of these papers to figure that out:

However, the folder may contain some papers written in the context of

I think it should be attributed to both the ECI and the researchers who
have built the data sets (whose details should be available on their github
repos) using ECI data. I know for sure that Susewind has a proper citation
because her data set was built for a research paper.

You can select multiple filters on the following link to find census data
at the district level (my guess is you should be able to find what you are
looking for). To begin with, try selecting 2001 and then Education:

district, AC, and PIN code *boundaries are very fluid* and keep changing.
You will have to keep a track of whether your matching makes any sense.

You can use the file named "AC_predelim_District_intersect.csv" (which is
an AC-District crosswalk) from this folder:

Please read the paper that is included in the folder to get context on why
the data is constructed the way it is.


And then you can use the following District-PIN code crosswalks as well:

You can perhaps merge both types of crosswalks by *district name* (you will
have to either do approximate string matching, or do it manually for
precision; again, district names usually have different spellings in
different data sets, so you have to be quite careful; also, district A in
year one might split into district A and district B in year 2) and you
should have what you need. However, once again, be EXTREMELY careful of
whether what you are doing makes sense. This is because district X in year
1 may contain AC Y inside it, but in year 2 district X may or may not
contain AC Y within its boundary. So please be really aware of boundary
dynamics while merging these crosswalks. It is not going to be an easy
task, may require you to look at some other resources as well (like
district census numbers and boundaries by year, AC numbers and boundaries
by year, etc), and may require several iterations as well before you have
the correct crosswalk.

conducted) but 2021 population and wealth estimates are available at the
village level in the folder called 'Facebook Wealth and Population 2021' on

However, economists have been using night light data as a very good proxy
for GDP at levels like the district (because GDP data is usually not
available at disaggregated geographic levels), and you can find that series

'Socioeconomic' tab at the bottom of the spreadsheet. There you will find a
list of all useful datasets for socioeconomic variables, including the
latest ones. One data set that is not on this tab but under the 'Health'
tab is NFHS 2019-21 whose focus is health but it also collects a lot of

Hi Vastav

There is a household level survey carried out by the NCAER since 1982 known
as the Rural Economic and Demographic Survey (REDS) which includes a lot of
variables on livestock. There are 3 waves of the data set in which I could
find these variables: 1982, 1999, and 2006. The latest 2014 round does not
contain any variables on livestock. Please bear in mind that this is data
set includes sample data (not census) from around 230 villages in India.

If you want the 2006 data then you will need to get an Institutional Review
Board (IRB) approval from your current organization and send it to Andrew
Foster at Brown University. On receipt of the IRB approval he will send you
the data. That data will also contain more readily usable versions of the
1982 and 1999 waves.

Apart from this, I am not aware of any data set that collects livestock
data at a level that is more granular than the district level which is
carried out by the NSS.

Hi Anisha

I don;t think the SHRUG data set can be broken down any further in terms of
geographic boundaries. What you are looking for is not readily available
but you can create that data for yourself using vector maps of two things:
granular night light data and ward boundaries for Delhi. But you would need
to be careful about what year each of the maps correspond to because, for
instance, if you want night light data from 2018 then you don't want to
merge it with ward boundaries data from, say, 2004. It is possible that
ward boundaries keep changing (I'm not aware of it since I haven't worked
with ward boundaries in particular, but I know that district and
subdistrict and panchayat boundaries keep changing so I'm suspecting that
the same thing would happen to ward boundaries too), so you need to make
sure that the match between the two types of data makes sense.

 With that caveat, you can do this in free software like QGIS or R, or if
you use Stata then you can also do it using that (since we are both econ
PhD students, I'm assuming you aren't into Python, although I thin it
should be possible with that too).

Nope, we don't have data that is that detailed. However, there is data
collected by PRS Legislative regarding MP/MLAs' attendance, number of
questions asked in Parliament/Vidhan Sabha etc. It spans about 3-4
variables. I'm not sure if you already know about it, but you can access

I'm not sure about what you mean by 'how an MP/MLA cast a ballot in their
legislation'. Casting a ballot usually refers to the act of voting in an
election. If you mean to say that you need info on who these politicians
voted for (which they do since they are also citizens of the nation) or
something similar regarding their own vote, then I don't think anything of
that sort is going to be available.

But if you meant something else and if I didn't understand that, it would
be great if you could please explain it once again.
