Cross-referencing this bug with Bug #902951 RFP: highlight-chars-el --
highlight specified sets of characters, including whitespace.

show-wspace.el was dropped in emacs-goodies-el/38.0.

Since there's probably no smooth transition possible, one option is to
just drop show-wspace.el and reassign this bug to wnpp as an RFP.  TBH
I'm a bit skeptical of packages primarily hosted in emacswiki, but if
someone (else) wants to take responsibility for it, fine.
