I was using clean squeeze installation essentially. It wasn't upgrade from older release. I actually do not know why it was upgrading to 0.9.6, as in testing there is 0.10.1! (And I was upgrading to it). I purged doc-base, and then tried to apt-get install doc-base, but apt-get errored that it cannot find such package, or something like this! I apt-get updated, then apt-get install doc-base without problem in version 0.10.1. Then performed rest of dist-upgrade. Strange. Maybe some transient problem with mirror or something.
