If we want to include firmware on the installation media, then yes. If not,
ftp-master could possibly be petitioned. But I doubt that much would happen
without a GR.

Well, I know how to solve my problem, but this doesn't help the 
unexperienced user who might ditch Debian if wifi doesn't work and 
install Ubuntu instead. Ubuntu supports non-free firmware during install.

I don't think Debian should violate the social contract just to make
inexperienced users have an easier time.

After all if they don't learn that their wifi requires non-free software
to work, then what is the point of even having Debian promise to be all
free software?

Presumably inexperienced (but proactive) users will come across bug
reports like this one, and eventually gain the autonomy to solve their
own problems.

Choice is important.  Debian and Ubuntu have different directions and
adhere to different ideals.  For some users convenience is of the
utmost importance.  For them Ubuntu is simply the better choice, and
that's ok.

Mostly because it's firmware; it doesn't run on the CPU. I for one am happy
that it's not in a ROM, but then I guess it should probably be in an EEPROM
and not be loaded upon driver activation.

I would second such a GR. I have also been annoyed at the installing 
firmwares from a blessed repository grants you access to the whole can of 
worms-privative-software.

(Please wait for after wheezy release though :-).
