The extended description reads:
Debconf is a configuration management system for Debian packages. It is
used by some packages to prompt you for information before they are
installed. This is a reimplementation of the original debconf version
in C.

This is the libraries needed by libdebconfclient-dev and cdebconf.

The last definition is the one intended. The first belongs to cdebconf. Replacing "This" 
with "cdebconf" in the first sentence would fix. However, the proper fix may be to remove 
the first definition, since a definition of cdebconf doesn't seem necessary.

By the way, libdebconfclient is apparently more than the libraries needed by 
libdebconfclient-dev and cdebconf. Packages are usually defined by what they 
provide rather than by attempting to list their dependants by extension.
