Original CERNLIB maintainer here, the debian/copyright files for the
original CERNLIB packages (for now, still available in oldstable) may
be useful to answer some of Mika's and others' questions regarding
licensing issues.

GNU General Public License. FLUKA routines included in GEANT3 are joint

permission to use and/or redistribute outside GEANT3 should be
negotiated. The software and documentation made available under the
terms of this license are provided with no warranty. 

If necessary libraries for the use of GEANT are not licensed under the
GPL and are explicitly forbidden to redistribute and use outside of
GEANT (should be negotiated sounds like is not allowed in my ears)
this can only maybe pass into non-free, but I am not even sure
redistribution is allowed, the only license-related thing I could find
about fluka is in 2005/src/geant321/examples/gexam4/guphad.F:

[...]
*   - All the rights concerning FLUKA or parts of it are only of the   *
* authors and are independent from those of the GEANT code *

with no further permissions. Seems as if this is not redistributable.
