Due to limited intellectual property protection and enforcement in
certain countries, the JDK source code may only be distributed to an
authorized list of countries. You will not be able to access the
source code if you are downloading from a country that is not on this
list. We are continuously reviewing this list for addition of other
  countries.

I think this is a restriction which contradicts the GPL text.
Therefore:

The JDK8 licence is GPL-incompatible. If there is anyone else's GPL
code in JDK8 Oracle are violating the copyright of the other
contributors.

While the software is free for people in the named list of countries,
the licence is not suitable for Debian because we distribute software
worldwide and want our users and downstreams to be able to do so.

The same statement doesn't seem to be present in the LICENSE file inside
the tarball. So, someone who already has a JDK8 source tarball should
be licensed to redistribute it freely, but that statement on their
website, the JDK source code may only be distributed to an authorized
list of countries, is very confusing.

That seems true either way. They can't ignore their GPL obligations due
to limited intellectual property protection and enforcement in certain
countries.

My non-english, non-laywer reading of it is that you are not allowed to
get the sources from *oracle* if you are in the wrong countries.

but if you can get it from any other person, it is fine.

Isn't it mostly US-corporate-cover-my-behind speak?

Oh, that's fine then. It's not a licence restriction - it's simply a
restriction on permission to use Oracle's servers to obtain the code.

This is just Oracle saying that they will not offer downloads to
people in embargoed countries (e.g. Cuba). Debian does a similar
thing. This does not prevent anyone from taking that download and
giving it to a Cuban.

Oracle saying that they won't offer downloads to people in embargoed nations
would be we will only distribute the source code to..., not the source
code may only be distributed to... The way it's actually worded, that
limit applies to everyone, not just Oracle.

Hmm... this seems like it would contradict the GPL. Fedora recently
discussed a similar issue, if you're interested.
