Предполагаю, что схема зависимостей у всех этих пакетов поменялась, а
так как safe-upgrade должен обновлять только то, что установлено, то
инициативы в установке новых пакетов из зависимостей не проявляет. Я так
понимаю, что ты пользуешься какой-то нестабильной веткой? Тогда проще
всего сделать dist-upgrade.

Надо сказать aptitude full-upgrade, так как, видимо, этот апдейт может
вызвать перезапуск важных сервисов (судя по всему, в данном случае -
bind).

Как пишут в соответствующих DSA, «the update has to be installed using
apt-get dist-upgrade (or an equivalent aptitude command)».
