Thanks to someone on the Sane mailing list I got the solution:
install 

esci-interpreter-perfection-v330_0.2.0-1_i386.deb

from the Epson download site.

sane-commit.  The IRC channel does say that it offers help, so is that what 
you meant?

I have a problem which could belong on a SANE list, rather than this one.

It's sane-devel. If you look at the web page at
http://www.sane-project.org/mailing-lists.html you will see that that it
is meant for users as well as developers. A bit illogical, but that's
how it works.

Thanks!  I find reading difficult (physically) - my excuse for not reading

According to a correspondent on uk.comp.os.linux I downloaded the wrong
file. I should have got iscan_2.28.1-3.ltdl7_i386.deb, which would have
included the missing library. As this correspondent rightly remarks, the
Epson site is confusing. I have pointed this out to them.
