he needs mtools as well to make DOS format.  fdutils Suggests: mtools, so
he won't get it through apt unless he specifically gets it...

apt-get install mtools

and

apt-get install gfloppy

if you want to be able to format floppies using a GNOME graphical
interface.

fdutils
Description: Linux floppy utilities
 This package contains utilities for configuring and debugging the Linux
 floppy driver, for formatting extra capacity disks (up to 1992K on a high
 density disk), for sending raw commands to the floppy controller, for
 automatic floppy disk mounting and unmounting, etc.

mtools
Description: Tools for manipulating MSDOS files
 Mtools is a collection of utilities to access MS-DOS disks from Unix
 without mounting them. It supports Win'95 style long file names,
 OS/2 Xdf disks, ZIP/JAZ disks and 2m disks (store up to 1992k on a high
 density 3 1/2 disk).
