As a workaround, you can get the On Battery tab if you make it detect your battery and then restart gnome power manager. To make it detect your battery when you have booted using battery power, you need to connect the laptop to AC power. If you have booted from AC power, I guess unplugging the AC cable, waiting some time and restoring AC power should make it detect it.
