Cocoon 2.1 will stay with 2.3. But if you can fix it that easily I guess it is
no problem to change it to 2.4 in your Cocoon install.

Upgrading web.xml from web-app_2_3.dtd to web-app_2_4.xsd should solve the 
problem.
