That is not necessary to have only a functional dictionary. See
http://wiki.services.openoffice.org/wiki/Adding_a_new_language_or_locale
Of course having locale data available is nice.

 There is currently a project under way
 to do this for some African languages here:

Hallo Uwe

You will need to create a locale for OpenOffice.org to have some basic
information about the language.  There is currently a project under way
to do this for some African languages here:

http://www.it46.se/afrigen/

which is probably the easiest way to do this.  I am not sure when they
will contribute to OpenOffice.org again - be sure to ask. This is part
of the African Network for Localisation:
