Try /Tools /Options /OpenOffice /View and try the four different combinations 
of "Use hardware acceleration" and "Use anti-aliasing".  It may be best to 
restart OpenOffice completely after making each selection.

There is also an open issue on this topic.  The fuzziness has been
confirmed.

It would be very good to know whether any of the remedies proposed by Rory,
below, are successful.  

Please report back.  Please report whether you have your PC Desktop display
scaled to anything other than the recommended default of 100%.  (This is
done in Windows 10 Settings, not in OpenOffice.)

The relevant issues seem to be these:

  #126458 
  #126436 
and (on OS X), #125314 .
