XWork license

I'm cleaning up Struts 2 assembly module and I'm thinking about XWork
licence, should it be Apache Licence right now?

I changed the XWork license to Apache License 2.0 immediately after
committing XWork to the Struts repo at the end of last year. See
r894090. References to XWork from then on should be referencing the
Apache License 2.0, yes.
