Unless they have modified gpl sourcecode, at which point they are obligated (i think..) to release their changes/improvements back to the world.

I agree with what Peter is getting at here. Perhaps we should elect one 
or a few as the key leaders. The election allows for all those people 
like myself who have little programming knowledge to still participate 
(on some level) for now.
