You left out one important word when you took that phrase for your howto--verbatim copies of this *license* document. If you want to include terms prohibiting modification on your documents, you're free to do so, but don't then suggest that they're covered by the FDL. They also define and recommend the GNU Free Documentation License, which is inconsistent with their standard copyright notice (they don't allow anyone else to publish their own variation of the GNU licenses, and FSF advice).
