 You always need to restart to make a config change apply.

 Another possibility could be caching. Try appending some junk to the url
 you are visiting, such as ?somerandomstring or
 anotherRandomStringWhenThereIsAlreadyAParameter and see if the page
 changes.

It sounds like you might have both the Discovery and Search modules enabled. If 
you want to use Discovery (with all the Solr search and faceting goodness) then 
you'll need to disable the Search module. See Enabling Discovery in the docs:
