A minor followup to this thread. Of course the Request a Copy feature is out-of-the-box in DSpace 4.x. So, another option may be to upgrade to DSpace 4. Subsequently was modified and added some features, it can be found at https://github.com/DSpace/DSpace/pull/343 .
