He told me that the radio equipment was "not confiscated" but rather "the government inspected" his "equipment for a week". Also it was not the Spanish government representative who was not authorized to give permission but rather a North Korean official. Dave had been working closely with a Spanish man, who is a representative of the DPRK. I did talk to Dave, who is very optimistic about the future, for a few minutes.
