Apparently, yes! In all the years I have used DX4WIN, I did not know 
that option existed in Preferences/QSO, and never knowingly checked the 
box---but checked it was. Thanks for solving the mystery! Out of 
curiosity, who might use that option?

Have you checked "Show seconds in time"? (Main menu > Preferences > QSO)
If yes, try unchecking it.
