Hi Bob, that makes a lot of sense, and easier to remember.
 There are, I guess always going to be exceptions to the rule, like VK9HR
this summer, was on Lord Howl.
I have a VK9TR from Willis Is. 
Pays to double check countries with multi prefixes, you could be holding a
rare one, hi.

You're right.I didn't know that VK9H was Lord Howe until
it came back as a New Band Entity on LOTW. I had thought
it was Norfolk for some reason.
 
Those French TO#xx Calls are pretty tricky.
 
I guess we always have to stay on our toes since the various
Governments across the world refuse to consult the ARRL
Entities Prefix List before issuing Calls (hihi).

Licensing authorities (or administrations) don't give a s..t about DXCC.
Some DXCC prefixes became the standard official ones AFTER the 
callsigns were issued, not the opposite...

who the ARRL is and wouldn't care about DXCC Prefixes if
they did!!  In fact, some might purposely deviate just to show

The simple answer is that if a sub-prefix can be specified that is
unique to that DXCC entity (i.e. PY0F, PY0S, PY0T or VK9W, VK9L,
VK9C), then that prefix (without the slash) is used as the reference
prefix.  HK0M is not a unique prefix for Malpelo; in fact, other than
HK0TU, and an HK5/0 that was on a few years ago, I don't know that any
other callsign has been used from there.  HK0 is/was also used from
San Andres, Bajo Nuevo and Seranna Bank.  So that is why the /
notation is used.  Same for VP8s, E5, FO, etc.
