John,

Windows 10 treats *.chm (compiled help files) as executable.
Use Windows Explorer to navigate to the folder containing the help file,
right click on the help file and make sure the file is "unblocked".

No issue here with that. I assume you're seeing Dx4win.chm and 
Dx4win.chw in the directory where you installed 9.01?
