Hello
Under setup / parameters / screen, cross out the box that says leave
windows in original position.
That should solve your problem

I can drag my column widths as I like them in my log book window but
they do not stay in that width when I re-start my DX4WIN. Is there any
way of fixing these widths as I like them and have them remain 
when I re-start DX4WIN?

Nope.  That doesn't do it.  This problem has been 
around for many years and as matter of fact Paul 
once said it would be corrected in the next 
release, but that was a long time ago and the problem is still around.

I had the same problem. However I was able to go around it using the
LogBook Report Editor Note Width box. Tuning the Report width there
makes the LogBook window reappear exactly as it was set. Vertically it
seems to work by dragging with the mouse.
