This is the Classpath exception, which is fine for Fedora. Go ahead
and use:

License: GPLv2 with exceptions

(I've added entries for the Classpath exception to the GPL section of
the Licensing list to make this clear.)

 Is it wrong to fall back to License: GPLv2 in the meantime? I'd like
 to have the exception though to hopefully make it GPLv3 compatible.

This may be impossible, note that GPLv3 allows a downstream to remove 
permissive exceptions.
