syncmail explicitly as an option with the -f flag. This would mean

- DEFAULT $CVSROOT/CVSROOT/syncmail -u %{sVv}

Reading some more python docs, it seems the -f users.sourceforge.net 
needs to come before the %{sVv}, otherwise it is not recognized as an 
option.
