I can help you to migrate it to git i did a few years ago some scripts ,
svn is against my principles : complex and slow

The CVS repository being remote is not the problem 
(http://www.polarion.com/products/svn/svn_importer.php supports remote 
CVS). The problem is getting the data into the remote Subversion 
repository with preservation of history (and the existing content).

   IFAIR, Paver Cisar got backup of Firebird repository from sourceforge, so he 
had local 
CVS repository. Why it is not an option for you?

   BTW, IMHO subversion is worse than CVS. I don't understand why you want to 
migrate at all.

Well, with a bit more google'ing I think I have found some additional info:

but it looks like that mostly assumes starting a new repository, while 
the Firebird subversion repository of course already contains things.

[Firebird-devel] Conversion of CVS to Subversion

Now that Jaybird 2.2 is released we want to migrate the CVS client-java 
module to Subversion. Is there any documentation on how this was done 
for firebird?

I have looked into some tools, but they either require a local CVS 
repository, or those tools which support remote CVS require a local 
Subversion server, both of which are not really an option.
