Fossil was originally licensed under the GPL. When that presentation was
given in 2009 sharing configurations was not possible and the codebase
was GPL.

Rightly - at the time it was given... Fossil got relicensed some time ago. IIRC 
some code needed to be dropped due to that. See:

Hi, all! Yes, several of the presentations people have posted in response
(both on- and off-list) have a few dated infos, but nonetheless they're a
huge help and i own a big thanks to those (5, i think) of you who have sent
me links to existing presentations. i'll almost certainly be using slides
from each of them (so it might look likea a FrankenODP[1]), and i will
post the results once i have something. It is likely to be several weeks
before the copy/paste session begins, however (because working on the JSON
code is more fun).
