Motion: Committer Status for David Adler

Dear PSC,

David is preparing contribution of new OGR driver for DB2 [1].
I would like to propose motion to grant the SVN commit access to David Adler.
This will help David to support any new features or changes
and allow 'streamline' maintenance of the DB2 driver.
David has demonstrated necessary knowledge of GDAL/OGR code base,
despite the new driver currently targets Windows platform, he is willing to
continue development and support targeting Linux as well.

David is a very experienced developer, specialised in IBM DB2 technologies.
I have met David in person some time ago.

I'm not a PSC member, but in this particular case I feel eligible to start
voting with symbolic +1.

Please, could you answer to this very message and state that you have
read and agreed to the committer guidelines as outlined in the RFC3 [2].

I've spoken (emailed) with David a few times over the years, and I
would be pleased to have him taking direct care of the DB2 driver, and
potentially helping on other aspects of GDAL assuming the usual
agreement to the committer guidelines.
