The URI in a namespace declaration is simply a name. It isn't required to point to anything, and you should never expect that the URI is resolvable. Xerces 1.3.1 Validating SAX Parse
Hi All Is there a known bug that causes schemas which are referenced as part of the SAX validating parser routine to be ignored?.
