This fixed it with that like below to a file named calibre4 in
/etc/portage/package.use/

Each time I did a system update and re-emerging calibre was required it
always failed so I leave it out of any system update and will keep it that
way.

Been having trouble with mainly calibre 4.9.1-r2 and have since kept it out
of any emerges. Otherwise everything is alright with python 3.7 on my side

Apologies for starting the top posting,

I had earlier suggested using
http://www.tecmint.com/gentoo-linux-installation-guide/ and the Gentoo
handbook side by side.
The link provided has the option of using the LiveDVD. I do not know at
what stage the install failed but it might be easier to start over.

The step you missed is this one:

If you're at the command prompt inside the chroot then you're already
logged in as root. So, you just type "passwd" and enter a new root
password.  root is your username.  You can create additional users
using useradd:
