Mesa 22 is not.  Only version 24 is stable

Technically, no. Gentoo doesn't.  However, the Linux kernel, Xorg, and
Mesa do. You'll need "recent" versions of those.  According to this

That article was almost 2 years old, so I'd be surprised if all those
are not stable in Gentoo by now.
