The issue is with packages.gentoo.org, whose tables aren't being
updated for some reason.  I don't know how long the problem has been
going on there.  I just noticed it yesterday while I was waiting for
firefox-66.0.4;  the last available firefox packages.g.o shows is 65.0.

I'm content to wait for someone to notice and fix it, but there's a
contact page in case anyone wants to nudge them.
