There is no use.defaults in the make.profle folder, even though the wiki http://gentoo-wiki.com/FAQ_USE_Flags#Default_Use_Flags says that there should be. Portage uses cascading profiles now, so /etc/make.profile inherits use.defaults from /usr/portage/profiles/default-linux/use.defaults and /usr/portage/profiles/base/use.defaults.
