Gentoo should be already able to do that NOW, it's just a matter of
installing the pieces of software that do that.
I don't use Fedora or Gnome and I print once every couple of years, so
I can't help you here, but you could use htop to try to figure out
what software is running on Fedora.

CUPS already does that.

Most distros come with clever wizard type programs that try to guess what
you need and do it for you. With Gentoo there is only one wizard, you!

The idea of having software make decisions for you is exactly what
differentiates other distros from Gentoo.

If you are running openrc, then I'm guessing that it would be the default
setting which starts dhcpcd.

If you running ifplugd then it would be that daemon which starts dhcpcd when a
link becomes live.

I seriously hope that my Gentoo does not install anything without asking me.
I don't mind being notified about a driver, or kernel component, but only when
I take an action relevant to the particular component. Having things being
installed on *my* computer should be down to me to decide and down to me to
initiate.

I didn't mean auto installation, even Fedora doesn't do that.
When I go to add printer the program should be able to go to vendor
web-page, find the printer driver and install it.
