effect until after a reboot, especially if it deals with language or
appearance.

Additionally, KDE is a pretty large DE. If you don't have your graphics
driver installed/loaded, it may continue to be buggy and/or slow.

I just wanted to open system setting to configure  the screen brightness,
but it was not loading.
It is working good is general.

It does not do anything.  Not printing any messages. I know that if I
reboot, the problem will be gone(I had the same problem before) but its a
little annoying.

I can't say I've ever needed a reboot. Just logging out and in again works for 
me. (I use KDM to log in.)

I've never rebooted before either.  Lately tho, the changes take effect
as soon as I hit apply too.  It is rare that I even log out of my GUI. 
Most of the time is it because a update requires me to so that it can
load the new configs etc.

I guess my experience with rebooting was due to configuring graphics
drivers and KDE at the same time. My bad.
