Look at both packages in eix, they have vastly different version numbers but they both have the same homepage: In 2010 the two separate dos2unix and unix2dos packages have been bundled into a single dos2unix package (version 5.0). Support for Unicode UTF-16 was added in 2012 (version 6.0). And the same conviction that in this case unix2dos should be removed from the portage tree, as well. :)
