For a quick test of a standard "Intel" style PSU, disconnect all outputs 
including the motherboard. Supply power and the fan should not spin. 
Disconnect the power input, then insert a special tool (a U-shaped piece of 
wire cut from a  standard paper clip) into the large multi-way connector that 
normally supplies the motherboard so that it shorts the green wire to a black 
(0v) wire. Apply mains power and the fan should spin. It may make an initial 
noise indicating that the fan bearing needs oil, if so peel the adhesive label 
from the fan bearing, drop in some high quality oil (I am using oil designed 
for car automatic gearboxes), and re-cover the bearing.
The main PSU fan can also be oiled, it can usually be removed from the 
heatsink without removing the heatsink from the main processor which would 
then require a clean and fresh thermal paste.
I try to do that kind of mechanical maintenance when I shut down for a major 
software update.

Last November I ordered two RaspberryPi 4B's, each with 8GB on-board RAM 
because they can not be updated later, from CPC.Farnell.com. The latest 
estimated delivery date is after 24th November 2022.

A Raspberry Pi 4 is going to be quicker than that old thing.

I had an old PC and measured how much power it used.
I then measured how much a bottom of the range AM4 used.
After replacing the old PC with the new AM4 one, I have saved over £100 per
year on electricity.
I did the calcs before the recent price rises, so it might even be £200 by
now.
An AM4 motherboard and ram and CPU probably costs about £300.
But it sits idle at about 60W.  Intel and AMD CPUs don't clock so low as
ARM CPUs.
You can also get new laptops for < £300.

A Raspberry Pi is more like less that 5W, so even more power money is saved.

Most likely the slowness is caused by the CPU in the EeePC which is
usually an Intel Atom or low end Celeron. Probably only about twice
the speed of that 450MHz Pentium.

I've got a similar mini laptop but only use it for command line
network diagnostics. Doing a 'apt dist-upgrade' takes hours on it,
and that's just unpacking .deb files and not compiling anything.
Basic GUIs such as LXDE or fvwm run but forget trying to use
anything big like a modern web browser.

I won't bother with a kernel recompile as it's not very likely to add
any extra performance and will just stress out the machine for hours
(or days).

What is your timescale to get a replacement machine? It might be that
someone here has an spare that they are looking to get rid off which
you could pick up. I'm in West London but don't have easy access to
anything in the next few days.
