There are some packages available. Look for CAD for linux, and you'll very
likely find all of them. Eg. Microstation had a linux version some time ago
(this was probably the best package for linux). There is some package called
cycas, or something similar name.
I tried them, and then reverted to Archicad, which runs only on windows and
Mac; you may be able to get away with some windows emulation solution. If you
spend a few days with softwares in the cheaper/freeware category, you'll find
that they're not worth much; you'll spend a lot of time trying to figure out
how to do something that may not even be possible with them. Especially when
you get to designing roofs and their intersection with walls, or rendering
capabilities, that's where it shows how much you spent on an architect
software.
As for complete material list, electric plan, etc., that may be extra
packages for other base solutions (eg. Autocad/Autoarchitect, , Archicad),
but I'm not familiar with those. And this is offtopic by now, anyway.

Are there Linux software packages available
to help with home construction/remodeling?
Having never used such software I'm not even
completely sure what I'm asking for, but I'd
think such a package would at least (and I'm
talking about something more than xfig) help
you lay out a floorplan. Fancier ones might
provide some CAD assistance, perhaps even
allowing you to model the entire structure
right down to the studs and wiring and maybe
even generating a materials list for the
project. A *really* cool package might even
let you model the entire structure in 3D and
allow you to move individual components on
a what-if basis, etc, etc, etc...
