For all of these, (well, except for a pathological dislike of automake, which
I thus avoid as much as possible), I use MSYS; (you could also consider Cygwin).
As I noted previously, MSYS is provided by MinGW.org.  Packages are hosted at
SF; use the mingw-get tool to install what you need.

I've not tried that myself, but any reports I've seen, relating to it, have
been discouraging.
