New twist in Goa numbers game

http://in.rediff.com/news/2005/jan/31goa.htm
January 31, 2005 10:59 IST

The political numbers game in Goa on Monday morning
took an interesting turn when the lone United Goa
Democratic Party MLA and Tourism Minister Mathany
Saldhana declared his unconditional support to the
crisis-stricken Bharatiya Janata Party government.

Saldhana, who was in Spain when the opposition
Congress began pulling strings to bring the government
down on Saturday last, arrived in Panaji this morning.
He later appeared at a press conference with Chief
Minister Manohar Parrikar and declared his support to
the government.

I am not a weather-cock to keep changing sides.
Politics is not a power game for me, he said.

The Congress staked claim to form government in Goa
after four BJP MLAs - Micky Pacheco, Pandurang
Madkaikar, Babush Babush Monserette, and Isidore
Fernandez -- quit the party, bringing down the BJP's
strength to 17.

Public Works Minister Sudin Dhawalikar of the
Maharashtrawadi Gomantak Party and Water Resources
Minister Philip Neri Rodrigues, an Independent, also
withdrew their support to the government.

While the UGDP also sent a letter to Governor S C
Jameer withdrawing support to the Manohar Parrikar
government, Saldhana on Monday claimed he was not
consulted.

Saldhana is UGDP's lone representative in the state
assembly.

The Goan Forum is pleased to announce its PERSONA(E) of the Year 2004. Your

== excerpt -
The New Year is already upon us, and we at The Goan Forum take this
opportunity to look back at identifying an individual or a set of
individuals who have made the most distinctive contribution to Goa in the
year 2004.

This contribution does not necessarily have to be beneficial to Goa or
Goans, only that it has been the most distinctive.

We at The Goan Forum chose January 30th to name this persona(e) as it is on
this day in 1948 that the greatest Indian Apostle of Peace Mahatma Gandhi
was murdered by a right wing Hindu nationalist.

Mahatma Gandhi had given up a life of every possible luxury in order to
fight for equality, justice, freedom, peace and what is right. And he was
gunned down for that. So much for the rightwing Hindus, or for that matter,
rightwing Christians and Muslims.

We believe that many men and women in Goa yearn for equality, justice,
freedom, peace and what is right, but are too afraid to articulate those
thoughts in public. They are unfortunately left helpless as they watch
impotently the charade played by powerful interest groups and the sycophants
who parrot the talking points handed to them.

Mercifully, not every single Goan is a sossegado fence sitter. There are
indeed a few exceptions.

Among the individuals we looked at: Goa's present Chief Minister Mr.
Manohar Parrikar, well-known Goa journalist Fred Noronha, brilliant writer
from the heart Ethel da Costa, principled activists of conscience, Godfrey
Gonsalves Miguel Braganza, conscientious objector Dr. Francisco Colaço,
noted Goan Arvind Bhaticar, Goa University botanist Dr. Nandkumar Kamat,
Goa Union of Journalists president Ashley do Rosario, The Heraldo newspaper,
the pit bull watchdog Floriano Lobo, journalists of the future like Melvyn
Misquita and the gadfly publication, the Independent Goan Observer and its
principals.

[Goanet]Goa: Congress-led United Legislature Party - How long this Party will last - a year, months or weeks ?

2005-01-30 Thread Cip Fernandes

Congress leads a new front
NT Staff Reporter

Panaji Jan 30: The legislators belonging to the Congress party, the
Nationalist Congress Party; the Maharashtrawadi Gomantak Party, the United
Goans Democratic Party and the Independent member, Mr Filip Neri Rodrigues
today morning formed Congress-led United Legislature Party, with the UGDP
senior vice-president, Mr Radharao Gracias as its convenor to force the
Governor, Mr S C Jamir to accede to its demand for dismissal of the Parrikar
government.

However, the leaders have not named the person who would head it.

Briefing reporters outside the Raj Bhavan at Dona Paula this evening, the
Goa pradesh Congress committee president, Mr Luizinho Faleiro informed that
the ULP leader would be selected by the Congress high command.

Mr Faleiro said the ULP had in a resolution demanded that the Governor
should use his prerogative under Article 164 of the Constitution and dismiss
the Parrikar government without any delay. He said it was pleasure of the
Governor to appoint and dismiss the government.

We have jointly today handed over a memorandum to the Governor requesting
him that the present BJP government has lost its majority, he informed.

Mr Faleiro observed that the resignation of four BJP MLAs had created
serious constitutional crisis in Goa and that the state cannot go on at this
rate and therefore the Congress had demanded dismissal of the government and
form an alternative government. The Governor is the custodian of the
Constitution and he has to act when constitutional crises are taking place,
Mr Faleiro stated.

The GPCC chief said the BJP MLAs were frustrated and were trying to contact
our MLAs by luring them with bribes and other incentives. He said the
Speaker, Mr Viswas Satarkar had acted in partisan manner and instead of
accepting the resignation of Mr Pandurang Madkaikar the Speaker had not
accepted it till now.

He said his party would move no-confidence motion against the Speaker and
the deputy Speaker, because both had pressurised the MLAs supporting the
ULP.

Mr Faleiro scoffed off the BJP allegation that the Congress was using
pressure tactic through the Raj Bhavan.

On the other hand, the UGDP leader, Mr Radharao Gracias informed that the
ULP had submitted a list of 19 MLAs and claimed that the BJPs strength has
reduced to 16 MLAs.

I am acting president of the UGDP and I dont need to speak to Mr Mathany
Saldanha, and when BJP MLAs have deserted Mr Parrikar, why Mr Saldanha
should support him?, Mr Gracias questioned.

Mr Gracias claimed Mr Saldanha would not support the Parrikar government,
who lost his party MLAs.

[Goanet]Goa: Should the Governor Mr S C Jamir disolve the Legislative Assembly ?

2005-01-30 Thread Cip Fernandes
BJP, Cong set for trial of strength
NT Staff Reporter

Panaji Jan 30: The state was headed for a trial of strength in the
legislative assembly to test the majority of the Parrikar government.

The Governor, Mr S C Jamir was quoted by a TV channel to have said: Now
that the government has been reduced to a minority, ... I now propose to
test on the floor of the House. That is the only way that I can ascertain...
without delay.

Mr Jamir further said, Since four members of BJP have resigned and other
constituents of the government, they have also resigned from there, so I
have to see which one is the majority and after that I shall take the
constitutional measures to test on the floor of the House.

The ruling Bharatiya Janata Party camp insisted on the trial of strength in
the House while the Congress pressed for dismissal of the Parrikar
government on the plea that it is reduced to minority.

The Chief Minister, Mr Manohar Parrikar, who called on the Governor late
last night, said that he had informed the Governor of his preparedness to
prove the majority on the floor of the House and that the Governor had
agreed to it.

On the other hand, the Congress-combine has strongly opposed giving time to
the Parrikar government to prove majority on the floor of the House and
demanded that the Governor should invoke Article 160-1 and sack the Parrikar
government.

Congress leaders the South Goa MP, Mr Churchill Alemao; the Goa pradesh
Congress committee president, Mr Luizinho Faleiro along with the leaders
of the United Goans Democratic Party and the Maharashtrawadi Gomantak Party
claimed that the Congress-combine has a support of 19 MLAs, and stated that
the BJP government has been reduced to minority and this was sufficient
ground for the Governor to dismiss the government.

The Tourism Minister, Mr Mathany Saldanha, who is arriving in Goa tomorrow
from Spain, is at the centre of confusion as both Congress-combine and the
BJP are claiming his support. Though sources in the BJP has said that Mr
Saldanha has arrived in Mumbai, the UGDP senior vice-president, Mr Radharao
Gracias informed that Mr Saldanha, the UGDP MLA, will reach Goa tomorrow.

Though the AICC general-secretary incharge of Goa desk, Ms Margarette Alva
told reporters that she would arrive in Goa today, but the Congress camp
said she had not arrived.

The BJP camp claimed that the enthusiasm in the Congress camp has died down
and that some of the party leaders had re-established their contact in the
rival camp.

The leaders of the Congress combine Dr Wilfred de Souza of the Nationalist
Congress Party, the GPCC chief, the MGP president, Mr Pandurang Raut, UGDPs
Mr Radharao Gracias late this evening called on the Governor and submitted a
memorandum demanding dismissal of the Parrikar government.

The Congress combine has also shifted its base from a five-star hotel to
former minister, Mr Atanacio Monserrates residence at Taleigao.

Mr Parrikar today sent a letter to the Governor recording his discussion
with him the evening of January 29. The letter reads, After informing the
Governor about the events which are alleged to have taken place and the
possibility of the state government having suffered loss of majority, I
emphatically stated before your Excellency that even though the strength of
the legislative assembly has been reduced to thirty-seven members, I and my
government still command majority in the House and that I would like to
prove the same on the floor of the House in accordance with the judgment of
the Honorable Supreme Court in S R Bommai Case and Jagdambika Pal Case.

The letter also puts on record, Your Excellency was good enough to accept
that I need to prove my majority on the floor of the House. By this letter,
in view of the impending pressure which is likely to be mounted and in view
of the attempt being made by the Indian National Congress party to
pressurise exploiting the fact that the Congress party enjoys power at
central government level, I wish to reiterate, affirm and confirm to your
Excellency that I am eager to prove my majority strength on the floor of the
Goa legislative assembly, once convened by your Excellency and the Honorable
Speaker.

PTI adds: Defending action against corrupt ministers, senior leader of the
Bharatiya Janata Party, Mr Murli Manohar Joshi today said the Goa Chief
Minister would manage to prove majority on the floor of the House and some
MLAs from the other side may support the BJP-led government.

A flock of MLAs from other side might join Parrikar, but in the backdrop of
crisis in Goa, Governor S C Jamirs role is dubious, Mr Joshi told
reporters in Jaipur.

Parrikar is hard, honest and serious politician and could not see his
ministers going beyond the limit of corruption and it is necessary to curb
such act in the government, Mr Joshi told a press conference here.

In my opinion it was not the question of right or wrong but a matter of
corruption which was intolerable for any BJP government,

And tomorrow, Jan. 31, 2005, everything will open up?
The pandora's box et el. The suspense is killing!

In the worst scenario, one can anticipate Goa heading
for President's Rule?
Or we will still have the Chief Minister laughing

There's an old saying that goes thus, If you live
with a problem long enough, it could eventually become
a blessing. Within every adversity in life, there is
always a seed of an equivalent or greater benefit. We
have to look for it - find it - and act on it.

Indeed, the Chief Minister has, in the past, from the

Fact of the matter is that, the below is true.
Priests and experts will agree with, silently it may be.

Iraqis Brave Bombs to Vote in Their Millions
Jan 30, 9:12 AM (ET)

By Luke Baker

BAGHDAD (Reuters) - Some came on crutches, others
walked for miles then struggled to read the ballot,
but across Iraq, millions turned out to vote Sunday,
defying insurgents who threatened a bloodbath.

Suicide bombs and mortars killed at least 27 people,
but voters still came out in force for the first
multi-party poll in 50 years. In some places they
cheered with joy at their first chance to cast a free
vote, in others they shared chocolates.

Even in Falluja, the Sunni city west of Baghdad that
was a militant stronghold until a U.S. assault in
November, a steady stream of people turned out,
confounding expectations. Lines of veiled women
clutching their papers waited to vote.

We want to be like other Iraqis, we don't want to
always be in opposition, said Ahmed Jassim, smiling
after he voted.

In Baquba, a rebellious city northeast of Baghdad,
spirited crowds clapped and cheered at one voting
station. In Mosul, scene of some of the worst
insurgent attacks in recent months, U.S. and local
officials said turnout was surprisingly high.

One of the first to vote was President Ghazi al-Yawar,
a Sunni Muslim Arab with a large tribal following, who
cast his ballot inside Baghdad's fortress-like Green
Zone.

Thanks be to God, he told reporters, emerging from
the booth with his right index finger stained with
bright blue ink to show he had voted. I hope everyone
will go out and vote.

In the relatively secure Kurdish north, people flowed
steadily to the polls. One illiterate man in Arbil,
76-year-old Said Rasool, came alone and was turned
away, unable to read the ballot paper. He said he
would return with someone to help.

Even in the so-called triangle of death, a hotbed of
Sunni insurgency south of Baghdad, turnout was solid,
officials said.

FESTIVE VOTING

In mainly Shi'ite Basra, Iraq's second biggest city,
hundreds of voters queued patiently at polling
centers. I am not afraid, said Samir Khalil Ibrahim.
This is like a festival for all Iraqis.

A small group cheered in Baghdad as Sharif Ali bin
al-Hussein, a descendant of Iraq's last king, went to
the polls. Ali leads a constitutional monarchy slate
in the election.

Western Baghdad polling stations were busy, with long
queues of voters. Most went about the process
routinely, filling in their ballots and leaving
quickly without much emotion.

Others brought chocolates for those waiting in line,
and shared festive juice drinks inside the voting
station.

Samir Hassan, 32, who lost his leg in a car bomb blast
in October, was determined to vote. I would have
crawled here if I had to. I don't want terrorists to
kill other Iraqis like they tried to kill me. Today I
am voting for peace, he said, leaning on his metal
crutches, determination in his reddened eyes.

In Sadr City, a poor Shi'ite neighborhood of northeast
Baghdad, thick lines of voters turned out, women in
black abaya robes in one line, men in another.

Some of the first to vote countrywide were policemen,
out in force to protect polling centers from attack,
part of draconian security measures put in place by
U.S. and Iraqi officials.

In Samarra, a restive Sunni-Shi'ite city north of
Baghdad, the crackle of gunfire was heard minutes
after polls opened.

After a few hours, only about 100 people had voted at
one of two polling sites. One woman, covered
head-to-toe in black robes, kept her face concealed,
but said she voted with pride.

In nearby Baiji, some people were unable to vote
because electoral officials failed to turn up. We are
waiting for the manager with the key, said an
election worker, apologizing.

VOTE FOR HUMANITY

In the shrine city of Najaf in the Shi'ite heartland,
hundreds of people walked calmly to polling stations.
Security around Najaf, attacked before, was some of
the tightest.

This is a wedding for all Iraqis. I congratulate all
Iraqis on their newfound freedom and democracy, said
Jaida Hamza, dressed in a black Islamic veil that also
hid her face.

Shi'ites, who make up 60 percent of Iraq's people, are
expected to win the vote, overturning years of
oppression.

In Kirkuk, a city divided between Arabs, Kurds and
Turkmen, Kurds turned out in force, as expected, but
there were signs Arabs and

Well said Cornel
There is this unwitting or perhaps convenient switch that some make between
Caste and Class.

Never mind what the explanationists saythere is a difference between
Caste and Class.

For instance - a Kunbi can become a teacher or lawyer or whatever, and move
up in the Class structurebut will NEVER move up the Caste structure.

Not in this life NOT after a zillion rebirths - whatever that means.
Don't know why Anybody would try to fuse (rather confuse) the two. Why not
just accept the fact that the wretched Caste System is the original
Apartheid, accept the errors of our Hindu forebears (as also those allegedly
Catholic forbears of ours who practiced it), change our behaviour pattern by
refusing to follow this Racist nonsense anymore, and move on?

One more point:
Please do not spout as Gospel truth or Manusmriti that all our forbears
were necessarily Hindu.

Please understand - that when der Albuquerque came to Goasenhor patrao
Idalcao aka Adil Khan (Adil Shah) was ruling the place.

We could safely say that Senhor Cao wasn't in Goa for a weekend or two.
Could we not?

We could also say (very safely) that over a 30 year span in Goa, the 'Caos
must have circumscribed a good number of fellas, and captured a good number
of fellis in Goa.

The Fellis were exactly sent to Santa Monica convent ... were they?
And so we could safely say that genetic input of the 'caos in mind
.there were quite a number of Muslims of semi Turkish descent in Goa
(read Old Goa)where that horrible Inquisition later based itself.

So.let's accept somethings, stop this revision nonsense and move on.

[Goanet]Feast of Our Lady of Springs Nossa Senhora das Brotas 2/2/2005

2005-01-30 Thread godfrey gonsalves
With just two days left for the Feast of Our Lady of
Springs Nossa Senhora das Brotas on 2/2/2005 at
Anjediv Island off Canacona Taluka Goa, near Binaga
Karwar this writer spoke to Rear Admiral S Sinha Flag
Office Commanding Goa area at Vasco da Gama Goa this
afternoon.

Mr Sinha who has impeccable secular credentials in his
teletalk with this writer afternoon admitted that he
himself had during his visit to the Church at Anjediv
issued instructions to maintain it in a dignified
manner. .

When reminded of his assurance in July 2004 that the
Navy would like to build bridges of friendship with
the civilians and allow the visits to the Island he
said he stood by that stand but this project coming
under the Sea Bird comes under a separate wing at
headquarters in New Delhi and they need to be
approached.

This writer then went to Karwar this evening for
consultations with the BJP MLA of Karwar Mr Gangadhar
Bhat at Sadashivgad and requested him to make
arrangements for the buses arriving from Goa on the
feast day to be parked at the KSRTC stand after
dropping the devoutees at the Administrative office
gate for the Mass at 10OO a.m and 1.00 p.m.

Mr Bhat willingly agreed to make all these
arrangements and assured to talk to the RTO officials
and District Commissioner Karwar and left for
Bangalore at 4.00 p.m. as the Karnataka Legislative
Assembly session begins tommorrow.

He however provided this writer his
mobile number 9440125833 for easy communication. He
also added that the Sea Bird authorities need to
give permission for the Feast to which he was informed
that it is customary and hence their permission is
only a matter or routine not Sea bird authorities
discreetion.

Thereafter the writer went to the Sea Bird
Administrative officers gate No 2 but was informed
that Cmdr S. S Karnik had just left for the Karwar
Market.

This writer visited the Sea Bird Office at Binaga and
left a hand written note informing him that

a) all arrangements may kindly be made for the Feast
and giving reference of letter dated 15.1.2005 written
by the office of the Archbishop of Goa Daman REPLY
FOR WHICH IS STILL AWAITED by the Archbishops office;

b) all devoutees have been informed not to carry any
food or water and that the Sea Bird officials should
kindly arrange for the water / toilet facilities on
the Feast Day

c) admission would be desired at the Administrative
office gate No 2

d) such other measures as would ensure the safe
conduct of the festivities as usual

Notwithstanding artillery programme or threat
perception from a few the customary feast cannot be
done away with on this ground and all security
arrangement need to be made to check the menance

Thereafter the writer interacted with the Parish
Priest of Binaga who was only facilitating the
arrangements for the Feast at the behest of the
Archbishops office.

However the people of Karwar who have also been
attending to this Feast, and met this writer were of
the strong opinion that the officials of the
Archdiocese of Goa and Daman should meet the officials
of the Sea Bird and discuss with them once and for all
an arranged programme as such last minute arrangements
and directions from Panaji Goa only causes confusion.
They requested the undersigned to convey this to the
office of the Archbishop, for them they stated was a
Feast as the Zorichem Saibinn as they fondly call
Our Lady was their Protector while they were at sea
irrespective of religious belief Hindus or Catholics

This writer has been interacting with Fr Joaquim
Loyola Pereira since the 10th of January 2005 but
except for the letter dated 15th January 2005 no
follow-up has been done till date. Merely awaiting a
response from New Delhi will not serve the purpose.
None of the committee members of the Archdiocese of
Goa Daman have been able to give a clear answer as
to the arrangements, nor have they visited Binaga till
date. hence the anxiety on the programme details.

Besides the writer also contacted telephonically Dr
John Dayal Vice President of All India Catholic Union
New Delhi 09811021072 and he is believed to be
approaching the authorities in New Delhi on the
matter,

Ms Margaret Alva the RS member who hails from North
Kanara was also contacted telephonically earlier by
this writer at New Delhi and she promised to take up
the matter with the Defence Minister and the Home
Minister as well. She is presently in Goa owing to
political developments.

Other MPs Mr Churchill Alemao and Mr Eduardo Faleiro
and Chief Minister Mr Manohar Parrikar have also been
posted of the developments but no response has been
forthcoming.

Meanwhile the customary Feast will be held as usual
with two masses at 1000 am and 1.00 p.m. For those
proceeding to Karwar they can take the State transport
buses from Goa and get down at Karwar Bus stand and
proceed by autorickshaw to the venue from there as
usual the Naval authorities will provide buses.

Incidentally it may be noted that contrary to common
belief

[Goanet]CASHEW FRUIT (CAJU!)

2005-01-30 Thread domnic fernandes
The cashew is a plant native to northeastern Brazil where it is called by
its Portuguese name Cajú (the fruit) or Cajueiro (the tree.) It was brought
to Goa at the end of the fifteenth century where it soon became naturalized
due to compatible warm and humid climate. In addition to being delicious,
cashew fruit is a rich source of vitamins, minerals, and other essential
nutrients. It has up to five times more vitamin C than oranges and contains
a high amount of mineral salts. Volatile compounds present in the fruit
include esters, terpenes, and carboxylic acids. Some people are allergic to
cashews but cashews are a less frequent allergen than some other nuts. The
seed is surrounded by a double shell containing a caustic phenolic resin.
The bark and leaves of cashew tree are used medicinally. They are a rich
source of tannins, a group of plant chemicals with documented biological
activity; hence, Anacardic acids are found in cashews with their highest
concentration in the nutshells.

Cashew plants are usually grown from seeds. They begin bearing the second
year, are in full production by the 10th year, and continue bearing for
another 20 years. The yield varies from 1 to 100 pounds per tree. Cashew
fruit ripens in 2 to 3 months and is harvested from the tree or picked up
soon after falling.

Cashew fruit contain a potent skin irritant toxin called ‘urushiol’ within
the dark green nut shells. This must be removed when the seed inside is
processed for consumption; this is done by hulling the nuts, a somewhat
hazardous process. Exceedingly painful skin burns (similar to poison ivy
burns) among processing workers are frequent.

In the past, cashew fruit juice was used to treat influenza, and people also
brewed a tea of leaves and bark to treat diarrhea and colic in infants.

Caju is one of the best fruits that I like during the summer. There are
many types of “caju” – “vhoddle caju” (large cashew), “lhan caju” (small
cashew), “holdulle caju” (yellow cashew), “tambdde caju” (red cashew),
“rosall caju” (juicy cashew), “dikalle caju,” etc. A ripe cashew plucked
from a tree tastes the best. I can never resist the temptation of plucking
a good, ripe cashew from a tree. Whenever I travel by motorbike or car
while on vacation in Goa, my eyesight is always set on the roadside cashew
trees. As soon as I see a ripe cashew on a tree, I stop my motorbike or if
traveling by car
I ask the driver to stop the car and proceed to the tree. If
the cashew is on a lower branch, I try to pluck it by bending the branch.
If it is on a high branch, I pick up a stone, aim at it and am mostly able
to bring it down with the first hit, which not only makes me feel good but
also takes me back to my childhood. If I don’t succeed in bringing down the
cashew within a couple of attempts, I climb the trunk and shake the branch,
collect the cashew, wash it with water, hold the cashew by its seed, bite
off the stem area and throw it out and place the whole cashew (depending on
its size) into my mouth, at the same time twisting and removing the seed and
making sure that juice does not run out of my mouth and fall on my clothes
as once it dries it creates stains which cannot easily be removed. Although
we have cashew trees on our hilly plot, the norm in childhood was to steal
from a neighbor's compound. That created an adventure for us and we enjoyed
it very much. The best time to eat cashews is early in the morning from
dawn until 9:00 a.m., after which time they become hot and not so pleasant
to eat.

RAW CASHEW SEEDS (FOKAM)
Besides cashew seeds, which is a great business in Goa, we also have “FOKAM
or BIBE” (raw cashew seeds.) As children we ate a lot of fokam, especially
those who had cashew trees of their own. Whenever we were hungry, we would
visit our properties or the hill, pick up fokam from unripe cashews on a
tree and remove the inner kernel as follows:

Take two small dry sticks
Hold them in each hand
Place the “fok” (raw cashew seed) flat on the ground and remove the eye from
the middle of the seed with a stick
Place the “fok” on the ground on its back and keep the big thumb of your
right foot on its lower part
Make a gash in the middle on the upper tip of the fok
Hold a dry stick in each hand and place both sticks into the gash with cross
hands
Apply pressure in opposite directions until the shell tears apart
Place the right hand stick under the kernel and lift it up
Keep aside removed seeds

Once through the lot, clean the seeds with a cloth and peel off the skin and
enjoy eating them. Please keep in mind that “fokancho/bibeancho dik”
(cardol) is very caustic – it even creates boils on the skin. In the olden
days, the toxic oil from cashew nuts was used as external worm medicine to
kill botfly larvae under the skin. The shell provides insect-repelling
vesicant oil which in the

In the current political musical chairs in our tiny
yet so politically notorious Goa many shall win and
some will have to bite the bitter dust. I am however
saddened that one victim of this crisis has been Goa’s
Chief Secretary Mr. D. S. Negi.

I have had the opportunity and privilege to interact
with most of Goa’s Chief Secretaries. Many have been
very dynamic and some of them have left much to be
desired. But in Mr. Negi, Goa was privileged to have
an officer so capable yet so unassuming, humble and
ever so accessible to one and all. He had Goa’s all
round and our agriculture cum floriculture prospects
in particular at heart. Every political crisis has an
officer as a victim and may be this one was destined
to have Mr. Negi as a scapegoat.

On a different note could I most kindly request fellow
netters not to be e-mailing me about further
developments on the Ribandar Church molestation case.
After deep thought and serious confabulations with my
colleagues I have decided not to pursue the case,
which I feel, should now be left to the wisdom of the
law enforcement authorities, the Courts and the
ultimate ruling of Our Almighty God.

I have always believed that by raising this genuine
issue I would be only strengthening the Catholic faith
to which I shall be ever glued.

I took up this issue when the devastated mother of the
victim of the molested child told me the sad sequence
of events. I am glad that Auda Viegas of the Bailancho
Exvott is a living witness to whom the said mother of
the victim and the victim herself spoke of the alleged
sexual abuse by Ribandar’s Parish Priest Fr. Newton
Rodrigues. So nobody can accuse me of framing the
Priest.

Now, with the mother and the victim having for reasons
best known to them decided to withdraw the complaint
they so voluntarily filed, I am left with a Cross too
heavy to bear. And as some of my good friends have
advised me, fighting the Mighty and so Wealthy Church
is like banging your head against a dead wall.

For personal reasons and in the best interests of my
career I am very seriously contemplating to move out
of Sunny Goa. Bombay, New Delhi and Bangalore are
amongst the other options I am seriously
contemplating. Wherever I am, my heart cum soul will
be forever in Goa and Ribandar in particular for my
ever so gratefulness for it having been my place of

Hectic political activity in Goa following crisis
13.08 IST 30th Jan 2005

By IndiaExpress Bureau

Frantic meetings and brainstorming sessions were the order of the day
in Goa today as the opposition Congress and the ruling BJP are gearing
up for a show of strength in the Assembly with both claiming to have
an upper hand in the number game.

After yesterday's fast paced developments with the pendulum swinging
one way and the other, both the camps were today busy formulating
gameplans and holding constant meetings to prepare for the big fight
ahead.

The Governor S C Jamir's residence, which has been the cynosure of all
eyes, however, was silent on the situation.

The Governor has asked the government to prove its majority on the
floor of the House. We will now wait and watch the developments, Raj
Bhavan sources told a news agency.

Chief Minister Manohar Parrikar's official residence in the city was
the hub of all activity for the BJP camp, with a stream of people
going in and out since morning.

The Congress camp was closeted in a five star hotel on the outskirts
of the city since yesterday and with the arrival of AICC general
Secretary in-charge of Goa, Margaret Alva this morning, another round
of meetings was on the cards.

We will be having meetings throughout the day to plan out next course
of action. Alva has also arrived and will be carrying the message from
the high command so there will be discussion on that. We are all
together and are confident that we have the numbers on our side,
Congress party sources said in Panaji.

I will prove majority in House, says Parrikar

NT Staff Reporter

Panaji Jan 29: The Chief Minister, Mr Manohar Parrikar tonight called
on the Governor, Mr S C Jamir and discussed the emerging political
situation in the state. Mr Parrikar was accompanied by the state
Bharatiya Janata Party president, Mr Rajendra Arlekar.

Mr Arlekar, when contacted said that the Chief Minister has refused to
accept that the BJP-led coalition government has been reduced to
minority and agreed to face the floor test.

He also said that the Chief Minister has informed the Governor that
the Tourism Minister was away on official foreign tour and sought some
time to face the test.

The Governor has asked the Chief Minister to prove his majority on the
floor of the House upon the arrival of the Tourism Minister and agreed
to convene a special session on Monday, Mr Arlekar said. He said no
date has been finalised for the floor test.

Earlier, Mr Parrikar told a press conference that his three MLAs had
resigned over some personal matter and denied that his government was
reduced to minority. I am having a majority support and if needed I
will prove it on the floor of the House, Mr Parrikar remarked.

Justifying his action of stripping Mr Atanasio Monserrate of the town
and country planning portfolio, Mr Parrikar said he took a decision in
the interest of the state and to save Goa from turning into a concrete
jungle. In trying to convert Taleigao into C-1 zone, Mr Monserrate was
exceeding his limits and I had to clip his wings, Mr Parrikar said.

Earlier during the day, Mr Arlekar had alleged that the Congress
central leadership was responsible for the present upheaval in the
state politics.

Mr Arlekar told reporters, If the MLAs do not like the leadership of
their leader, they are free to resign at any time.

Mr Arlekar said: If the Congress party wants to acquire power, it
should do so by contesting the election, democratically, he added.

In another late night development, a BJP MLA filed a disqualification
petition against an independent MLA and resigned water resource
minister, Mr Filipe Neri Rodrigues before the Speaker, Mr Vishwas
Satarkar. The petitioner has argued that Mr Rodrigues has violated the
condition of an independent MLA under 10th Scheduled of the
Constitution.

The BJP has also decided to file a petition before the Governor and
the High Court to debar those who voluntarily gave the membership of
the House from holding the ministerial position or any office of
profit till they get re-elected.

The party sources said that the petition is being drafted and would be
filed tomorrow. The sources said that the BJP lawyers have advised the
party that several judgments have been delivered blocking those
voluntarily giving up the membership of the House from holding the
ministerial positions.

COMMENT: Mr Aklekar would love to have his wish of having re-elections
so that the BJP can stake their claima pie in the sky wish.

I do however agree that once the Members of the Legislative Assembly
have resigned, they cannot then come back unless re-elected. A point
in law would be that they cannot expected to be appointed to a
Ministerial post - simply put they have resigned .

Cheers,

Gabe.

suddenness of Mr Parrikar's action. Probably with the decision of Mr
Monserrate to turn up certain village areas for real estate development the
Chief Minister's cup of compromises was full. Can't take any more of it,
he seems to have told himself, and decided to pierce a needle into the Big

RESPONSE: Monserrate and the others who resigned as MLA's cannot
return to the Assembley - in essence Monserrate cannot be made the

Unfortunately, he acts or ommissions regarding graft and corruption

A first-time MLA, Monserrate is reported to have interests
in money-lending and construction. While relieving him of his Town and
Country Planning ministry, Parrikar had cited charges of administrative
 corruption''.

RESPONSE: We shall never know, now whether indeed there was corruption
taking place. Could this be the reason for Monserrate withdrawing his
support - that fact that he was to be investigated. Just last week he
pledged his support to the Govt. until the end of the Assembley's
term.

I agree with the C.M. the only place whether a majority can be shown
is in the Assembley not outside. If a vote of no confidence has to
take place then so be it, unless of course Parrikar concedes.!

[Goanet]Catholic and ''non-twice-born'' Hindus

2005-01-30 Thread Gilbert Lawrence
Hi Antonio and Cornell:
Your posts on the Goan Catholics raise interesting issues - which ever
way one may slice it!

Cornell's strong condemnation of Goans showing off their caste may
really reflect UK Goans (and other UK-Indians) just 'showing off' (in
Goa).

In UK, they cannot show off their Imperial pounds and their Ingresi.
But, they 'still show off' (presumably their caste) till they meet
Cornell. :=)) Hope this peculiarity is drawn when you post your article
about Goan caste distinctions in the UK.

So to begin with, do Goans from UK behave like the English-babu ani
Vodlo Badkar or do they behave like Samko Goenkars? As you write your
essay (which I am most interested), I hope you draw the distinction of
past caste attitudes, which though despicable was a SURROGATE for
education, affluence, culture, civility etc. Today unfortunately caste
is used as a SUBSTITUTE for the above. As was very well put, when one
does not have anything to flaunt, one shows off their caste (or their
British passport).

In all seriousness please connect me to some plain fun-loving,
down-to-earth, unassuming Goans, residing in UK. Especially those that
left Goa in the 1920s to 1950s! Y'know, I'm just a beer drinking, Feni
loving Goenkar and prefer either of them to scotch! OK! Gabe Menezes is
an exception! :=))

The above may be a bit of stretch. But it's not far from the
generalizations you make about caste attitudes among today's Goans.
Regards

Cornel: To the effect
Many Goans I've met (presumably in England) show off their caste (ad
nauseaum)

2005-01-30 Thread Goa's Pride, www.goa-world.com
Dr. Jose, thanks for getting the attention of all to
the subject, in your very special inimmitable style.

In my congratulatory message a week after P.
Chidambaran took office as Finance Minister, I had
touched upon this 40 years plus subject, and
suprisingly the matter seems to be handled well so far
atleast - by both the Indian Govt. and the Portuguese.

Re: the choice of words, you and I know it well that
(E)Inglish is a very funny language (specially for the
Indians).

Will forward your set of questions to all concerned in
the Ministry of Finance. As usual, I do not
anticipating anyone responding back! Hindustani

I assume you have also copied your remarks to P.

From: Gaspar AlmeidaGoa's Pride, www.goa-world.com

Finance Minister, P Chidambaram said, When they bring
these ornaments here, they don't have to pay customs
duty. It will be very unfair of me to ask them to pay
customs duty on their own ornaments, which were taken
away forcibly to Portugal.

Dear Gaspar,
Thanks for that post.
The above news item, I assume, refers to the gold held
in safe-deposits and as collateral - at the Banco
Nacional Ultramarino in Goa - then transfered to BNU-
Lisbonlater Caixa Geral de Depósitos.
I am struck by Mr. Chidabaram's choice of the words
taken away forcibly to Portugal
Is this a fair statement, I ask.

Here are a few questions that I pose. Once again, I
ask only because I do know the answers:
1. What was the gold doing in Banco Ultramarino, in
Goa in the first place.
2. Did the Portuguese come into the homes of Goans and
confiscate this gold?
3. Was the gold stored by clients at BNU in safe
deposit ?
4. Was the gold used as collateral for LOANS obtained
by Goans and Maharashtrians?
5. Have the safe deposit fees - until 1961 - ever been
paid ? or have they been deducted?
6. Have the LOANS ever been paid back by the Goans
Maharashtrians who borrowed the monies?
7. Has BNU claimed /collected / deducted any interest
on the unpaid Loans?
8. What was BNU expected to do - with the gold - at
the time of the 1961 invasion? Leave it?
9. WHO would be held responsible for the gold - had it
been looted in the aftermath of 1961?
10. Was there any looting in Panjim on the days Dec 19
- 21, 1961?
11. What would the State Bank of India do in a similar
situation - with SAFE DEPOSITS - in one of their
branches (say in Fiji or in Port Blair) - if there was
a chance that the Bank Officials had to leave town in
a hurry?
Maybe we should think about the choice of our words.
What u say Mr. P Chidambaram?
But thenyou are just a politician.
good wishes

BAGHDAD (Reuters) - Insurgents threatened a bloodbath on Sunday when Iraqis
go to the polls in an election intended to unite the country and quell
violence but which could instead foment sectarian strife.

Iraq was under security lockdown for Iraq's first multi-party elections in
nearly half a century.

Borders were sealed, airports closed and only official vehicles allowed on
the streets after heavy bloodshed on the eve of voting, including a bold
rocket strike that killed two Americans at the U.S. embassy compound in
Baghdad's Green Zone.

Insurgent groups, including a jihadist faction led by al Qaeda's leader in
Iraq, Jordanian militant Abu Musab al-Zarqawi, have vowed to bomb infidel
polling stations and kill anyone who dares to vote.

For the last time, we warn that (Sunday) will be bloody for the Christians
and Jews and their mercenaries and whoever takes part in the (election) game
of America and Allawi, Zarqawi's faction said in a statement posted on an
Islamist Web site.
