Saldhana, who was in Spain when the opposition Congress began pulling strings to bring the government down on Saturday last, arrived in Panaji this morning. He later appeared at a press conference with Chief Minister Manohar Parrikar and declared his support to the government. I am not a weather-cock to keep changing sides. Politics is not a power game for me, he said. The Congress staked claim to form government in Goa after four BJP MLAs - Micky Pacheco, Pandurang Madkaikar, Babush Babush Monserette, and Isidore Fernandez -- quit the party, bringing down the BJP's strength to 17. Public Works Minister Sudin Dhawalikar of the Maharashtrawadi Gomantak Party and Water Resources Minister Philip Neri Rodrigues, an Independent, also withdrew their support to the government. While the UGDP also sent a letter to Governor S C Jameer withdrawing support to the Manohar Parrikar government, Saldhana on Monday claimed he was not consulted. However the courts in the case below are not addressing 'the child's future'. The courts are addressing: Can a child deemed an upper caste (and perhaps lived the live of an upper caste) legitimately represent and serve the people of the lower caste. Further of course the court recognizes caste and in fact Indian law recognizes caste. That is why there are reserved seats whether it is for political represention or education or jobs, etc. People are known to work round the intention and spirit of the law to suit their own purpose. And others use the rules to their convenience. This is like the Goan school-drop-out who gets a preferential beachside shack then rents it to a bhailo to run it while the drop-out continues to be KIPPERS (kids in parent's pockets eroding retirement savings). At the last Illinois senate election in the USA, a republican / conservative 'afro' candidate (previously a presidential candidate, UN representative and considered an intellectual) accused his rival of 'not being black enough'. (The father was black Tanzanian and mother was white American). When asked to explain, he said that his opponent (even though consider himself 'afro' and married to an 'afro' girl) had not gone through 'the slave understanding' that US blacks experienced. Although, the court says that the child is entitled to the fathers caste; it should not immediately follow that the court is insistent-- that the child's future, be determined by accepting the ruling prima facie. Congress leads a new front NT Staff Reporter Panaji Jan 30: The legislators belonging to the Congress party, the Nationalist Congress Party; the Maharashtrawadi Gomantak Party, the United Goans Democratic Party and the Independent member, Mr Filip Neri Rodrigues today morning formed Congress-led United Legislature Party, with the UGDP senior vice-president, Mr Radharao Gracias as its convenor to force the Governor, Mr S C Jamir to accede to its demand for dismissal of the Parrikar government. However, the leaders have not named the person who would head it. Briefing reporters outside the Raj Bhavan at Dona Paula this evening, the Goa pradesh Congress committee president, Mr Luizinho Faleiro informed that the ULP leader would be selected by the Congress high command. Mr Faleiro said the ULP had in a resolution demanded that the Governor should use his prerogative under Article 164 of the Constitution and dismiss the Parrikar government without any delay. He said it was pleasure of the Governor to appoint and dismiss the government. We have jointly today handed over a memorandum to the Governor requesting him that the present BJP government has lost its majority, he informed. Mr Faleiro observed that the resignation of four BJP MLAs had created serious constitutional crisis in Goa and that the state cannot go on at this rate and therefore the Congress had demanded dismissal of the government and form an alternative government. The Governor is the custodian of the Constitution and he has to act when constitutional crises are taking place, Mr Faleiro stated. The GPCC chief said the BJP MLAs were frustrated and were trying to contact our MLAs by luring them with bribes and other incentives. He said the Speaker, Mr Viswas Satarkar had acted in partisan manner and instead of accepting the resignation of Mr Pandurang Madkaikar the Speaker had not accepted it till now. He said his party would move no-confidence motion against the Speaker and the deputy Speaker, because both had pressurised the MLAs supporting the ULP. Mr Faleiro scoffed off the BJP allegation that the Congress was using pressure tactic through the Raj Bhavan. On the other hand, the UGDP leader, Mr Radharao Gracias informed that the ULP had submitted a list of 19 MLAs and claimed that the BJPs strength has reduced to 16 MLAs. I am acting president of the UGDP and I dont need to speak to Mr Mathany Saldanha, and when BJP MLAs have deserted Mr Parrikar, why Mr Saldanha should support him?, Mr Gracias questioned. The Governor, Mr S C Jamir was quoted by a TV channel to have said: Now that the government has been reduced to a minority, ... I now propose to test on the floor of the House. That is the only way that I can ascertain... without delay. Mr Jamir further said, Since four members of BJP have resigned and other constituents of the government, they have also resigned from there, so I have to see which one is the majority and after that I shall take the constitutional measures to test on the floor of the House. The ruling Bharatiya Janata Party camp insisted on the trial of strength in the House while the Congress pressed for dismissal of the Parrikar government on the plea that it is reduced to minority. The Chief Minister, Mr Manohar Parrikar, who called on the Governor late last night, said that he had informed the Governor of his preparedness to prove the majority on the floor of the House and that the Governor had agreed to it. On the other hand, the Congress-combine has strongly opposed giving time to the Parrikar government to prove majority on the floor of the House and demanded that the Governor should invoke Article 160-1 and sack the Parrikar government. Congress leaders the South Goa MP, Mr Churchill Alemao; the Goa pradesh Congress committee president, Mr Luizinho Faleiro along with the leaders of the United Goans Democratic Party and the Maharashtrawadi Gomantak Party claimed that the Congress-combine has a support of 19 MLAs, and stated that the BJP government has been reduced to minority and this was sufficient ground for the Governor to dismiss the government. The Tourism Minister, Mr Mathany Saldanha, who is arriving in Goa tomorrow from Spain, is at the centre of confusion as both Congress-combine and the BJP are claiming his support. Though sources in the BJP has said that Mr Saldanha has arrived in Mumbai, the UGDP senior vice-president, Mr Radharao Gracias informed that Mr Saldanha, the UGDP MLA, will reach Goa tomorrow. Though the AICC general-secretary incharge of Goa desk, Ms Margarette Alva told reporters that she would arrive in Goa today, but the Congress camp said she had not arrived. The BJP camp claimed that the enthusiasm in the Congress camp has died down and that some of the party leaders had re-established their contact in the rival camp. The leaders of the Congress combine Dr Wilfred de Souza of the Nationalist Congress Party, the GPCC chief, the MGP president, Mr Pandurang Raut, UGDPs Mr Radharao Gracias late this evening called on the Governor and submitted a memorandum demanding dismissal of the Parrikar government. The Congress combine has also shifted its base from a five-star hotel to former minister, Mr Atanacio Monserrates residence at Taleigao. Mr Parrikar today sent a letter to the Governor recording his discussion with him the evening of January 29. The letter reads, After informing the Governor about the events which are alleged to have taken place and the possibility of the state government having suffered loss of majority, I emphatically stated before your Excellency that even though the strength of the legislative assembly has been reduced to thirty-seven members, I and my government still command majority in the House and that I would like to prove the same on the floor of the House in accordance with the judgment of the Honorable Supreme Court in S R Bommai Case and Jagdambika Pal Case. The letter also puts on record, Your Excellency was good enough to accept that I need to prove my majority on the floor of the House. By this letter, in view of the impending pressure which is likely to be mounted and in view of the attempt being made by the Indian National Congress party to pressurise exploiting the fact that the Congress party enjoys power at central government level, I wish to reiterate, affirm and confirm to your Excellency that I am eager to prove my majority strength on the floor of the Goa legislative assembly, once convened by your Excellency and the Honorable Speaker. With just two days left for the Feast of Our Lady of Springs Nossa Senhora das Brotas on 2/2/2005 at Anjediv Island off Canacona Taluka Goa, near Binaga Karwar this writer spoke to Rear Admiral S Sinha Flag Office Commanding Goa area at Vasco da Gama Goa this afternoon. Mr Sinha who has impeccable secular credentials in his teletalk with this writer afternoon admitted that he himself had during his visit to the Church at Anjediv issued instructions to maintain it in a dignified manner. . When reminded of his assurance in July 2004 that the Navy would like to build bridges of friendship with the civilians and allow the visits to the Island he said he stood by that stand but this project coming under the Sea Bird comes under a separate wing at headquarters in New Delhi and they need to be approached. This writer then went to Karwar this evening for consultations with the BJP MLA of Karwar Mr Gangadhar Bhat at Sadashivgad and requested him to make arrangements for the buses arriving from Goa on the feast day to be parked at the KSRTC stand after dropping the devoutees at the Administrative office gate for the Mass at 10OO a.m and 1.00 p.m. Mr Bhat willingly agreed to make all these arrangements and assured to talk to the RTO officials and District Commissioner Karwar and left for Bangalore at 4.00 p.m. as the Karnataka Legislative Assembly session begins tommorrow. He however provided this writer his mobile number 9440125833 for easy communication. He also added that the Sea Bird authorities need to give permission for the Feast to which he was informed that it is customary and hence their permission is only a matter or routine not Sea bird authorities discreetion. Thereafter the writer went to the Sea Bird Administrative officers gate No 2 but was informed that Cmdr S. S Karnik had just left for the Karwar Market. This writer visited the Sea Bird Office at Binaga and left a hand written note informing him that a) all arrangements may kindly be made for the Feast and giving reference of letter dated 15.1.2005 written by the office of the Archbishop of Goa Daman REPLY FOR WHICH IS STILL AWAITED by the Archbishops office; b) all devoutees have been informed not to carry any food or water and that the Sea Bird officials should kindly arrange for the water / toilet facilities on the Feast Day c) admission would be desired at the Administrative office gate No 2 d) such other measures as would ensure the safe conduct of the festivities as usual Notwithstanding artillery programme or threat perception from a few the customary feast cannot be done away with on this ground and all security arrangement need to be made to check the menance Thereafter the writer interacted with the Parish Priest of Binaga who was only facilitating the arrangements for the Feast at the behest of the Archbishops office. However the people of Karwar who have also been attending to this Feast, and met this writer were of the strong opinion that the officials of the Archdiocese of Goa and Daman should meet the officials of the Sea Bird and discuss with them once and for all an arranged programme as such last minute arrangements and directions from Panaji Goa only causes confusion. They requested the undersigned to convey this to the office of the Archbishop, for them they stated was a Feast as the Zorichem Saibinn as they fondly call Our Lady was their Protector while they were at sea irrespective of religious belief Hindus or Catholics This writer has been interacting with Fr Joaquim Loyola Pereira since the 10th of January 2005 but except for the letter dated 15th January 2005 no follow-up has been done till date. Merely awaiting a response from New Delhi will not serve the purpose. None of the committee members of the Archdiocese of Goa Daman have been able to give a clear answer as to the arrangements, nor have they visited Binaga till date. hence the anxiety on the programme details. Besides the writer also contacted telephonically Dr John Dayal Vice President of All India Catholic Union New Delhi 09811021072 and he is believed to be approaching the authorities in New Delhi on the matter, Ms Margaret Alva the RS member who hails from North Kanara was also contacted telephonically earlier by this writer at New Delhi and she promised to take up the matter with the Defence Minister and the Home Minister as well. She is presently in Goa owing to political developments. Other MPs Mr Churchill Alemao and Mr Eduardo Faleiro and Chief Minister Mr Manohar Parrikar have also been posted of the developments but no response has been forthcoming. In addition to being delicious, cashew fruit is a rich source of vitamins, minerals, and other essential nutrients. It has up to five times more vitamin C than oranges and contains a high amount of mineral salts. Volatile compounds present in the fruit include esters, terpenes, and carboxylic acids. Some people are allergic to cashews but cashews are a less frequent allergen than some other nuts. The seed is surrounded by a double shell containing a caustic phenolic resin. The bark and leaves of cashew tree are used medicinally. They are a rich source of tannins, a group of plant chemicals with documented biological activity; hence, Anacardic acids are found in cashews with their highest concentration in the nutshells. Cashew plants are usually grown from seeds. They begin bearing the second year, are in full production by the 10th year, and continue bearing for another 20 years. The yield varies from 1 to 100 pounds per tree. Cashew fruit ripens in 2 to 3 months and is harvested from the tree or picked up soon after falling. Cashew fruit contain a potent skin irritant toxin called urushiol within the dark green nut shells. This must be removed when the seed inside is processed for consumption; this is done by hulling the nuts, a somewhat hazardous process. Exceedingly painful skin burns (similar to poison ivy burns) among processing workers are frequent. In the past, cashew fruit juice was used to treat influenza, and people also brewed a tea of leaves and bark to treat diarrhea and colic in infants. Caju is one of the best fruits that I like during the summer. There are many types of caju vhoddle caju (large cashew), lhan caju (small cashew), holdulle caju (yellow cashew), tambdde caju (red cashew), rosall caju (juicy cashew), dikalle caju, etc. A ripe cashew plucked from a tree tastes the best. I can never resist the temptation of plucking a good, ripe cashew from a tree. Whenever I travel by motorbike or car while on vacation in Goa, my eyesight is always set on the roadside cashew trees. As soon as I see a ripe cashew on a tree, I stop my motorbike or if traveling by car I ask the driver to stop the car and proceed to the tree. If the cashew is on a lower branch, I try to pluck it by bending the branch. If it is on a high branch, I pick up a stone, aim at it and am mostly able to bring it down with the first hit, which not only makes me feel good but also takes me back to my childhood. If I dont succeed in bringing down the cashew within a couple of attempts, I climb the trunk and shake the branch, collect the cashew, wash it with water, hold the cashew by its seed, bite off the stem area and throw it out and place the whole cashew (depending on its size) into my mouth, at the same time twisting and removing the seed and making sure that juice does not run out of my mouth and fall on my clothes as once it dries it creates stains which cannot easily be removed. Although we have cashew trees on our hilly plot, the norm in childhood was to steal from a neighbor's compound. That created an adventure for us and we enjoyed it very much. The best time to eat cashews is early in the morning from dawn until 9:00 a.m., after which time they become hot and not so pleasant to eat. RAW CASHEW SEEDS (FOKAM) Besides cashew seeds, which is a great business in Goa, we also have FOKAM or BIBE (raw cashew seeds.) As children we ate a lot of fokam, especially those who had cashew trees of their own. Whenever we were hungry, we would visit our properties or the hill, pick up fokam from unripe cashews on a tree and remove the inner kernel as follows: Take two small dry sticks Hold them in each hand Place the fok (raw cashew seed) flat on the ground and remove the eye from the middle of the seed with a stick Place the fok on the ground on its back and keep the big thumb of your right foot on its lower part Make a gash in the middle on the upper tip of the fok Hold a dry stick in each hand and place both sticks into the gash with cross hands Apply pressure in opposite directions until the shell tears apart Place the right hand stick under the kernel and lift it up Keep aside removed seeds Once through the lot, clean the seeds with a cloth and peel off the skin and enjoy eating them. Please keep in mind that fokancho/bibeancho dik (cardol) is very caustic it even creates boils on the skin. In the current political musical chairs in our tiny yet so politically notorious Goa many shall win and some will have to bite the bitter dust. I am however saddened that one victim of this crisis has been Goas Chief Secretary Mr. D. S. Negi. I have had the opportunity and privilege to interact with most of Goas Chief Secretaries. Many have been very dynamic and some of them have left much to be desired. But in Mr. Negi, Goa was privileged to have an officer so capable yet so unassuming, humble and ever so accessible to one and all. He had Goas all round and our agriculture cum floriculture prospects in particular at heart. Every political crisis has an officer as a victim and may be this one was destined to have Mr. Negi as a scapegoat. On a different note could I most kindly request fellow netters not to be e-mailing me about further developments on the Ribandar Church molestation case. After deep thought and serious confabulations with my colleagues I have decided not to pursue the case, which I feel, should now be left to the wisdom of the law enforcement authorities, the Courts and the ultimate ruling of Our Almighty God. I have always believed that by raising this genuine issue I would be only strengthening the Catholic faith to which I shall be ever glued. I took up this issue when the devastated mother of the victim of the molested child told me the sad sequence of events. I am glad that Auda Viegas of the Bailancho Exvott is a living witness to whom the said mother of the victim and the victim herself spoke of the alleged sexual abuse by Ribandars Parish Priest Fr. Now, with the mother and the victim having for reasons best known to them decided to withdraw the complaint they so voluntarily filed, I am left with a Cross too heavy to bear. And as some of my good friends have advised me, fighting the Mighty and so Wealthy Church is like banging your head against a dead wall. For personal reasons and in the best interests of my career I am very seriously contemplating to move out of Sunny Goa. Bombay, New Delhi and Bangalore are amongst the other options I am seriously contemplating. Wherever I am, my heart cum soul will be forever in Goa and Ribandar in particular for my ever so gratefulness for it having been my place of birth. The place I hope will be my eternal resting site. The Governor has asked the Chief Minister to prove his majority on the floor of the House upon the arrival of the Tourism Minister and agreed to convene a special session on Monday, Mr Arlekar said. He said no date has been finalised for the floor test. Earlier, Mr Parrikar told a press conference that his three MLAs had resigned over some personal matter and denied that his government was reduced to minority. I am having a majority support and if needed I will prove it on the floor of the House, Mr Parrikar remarked. Justifying his action of stripping Mr Atanasio Monserrate of the town and country planning portfolio, Mr Parrikar said he took a decision in the interest of the state and to save Goa from turning into a concrete jungle. In trying to convert Taleigao into C-1 zone, Mr Monserrate was exceeding his limits and I had to clip his wings, Mr Parrikar said. Earlier during the day, Mr Arlekar had alleged that the Congress central leadership was responsible for the present upheaval in the state politics. Mr Arlekar told reporters, If the MLAs do not like the leadership of their leader, they are free to resign at any time. Mr Arlekar said: If the Congress party wants to acquire power, it should do so by contesting the election, democratically, he added. In another late night development, a BJP MLA filed a disqualification petition against an independent MLA and resigned water resource minister, Mr Filipe Neri Rodrigues before the Speaker, Mr Vishwas Satarkar. The petitioner has argued that Mr Rodrigues has violated the condition of an independent MLA under 10th Scheduled of the Constitution. The BJP has also decided to file a petition before the Governor and the High Court to debar those who voluntarily gave the membership of the House from holding the ministerial position or any office of profit till they get re-elected. The party sources said that the petition is being drafted and would be filed tomorrow. The sources said that the BJP lawyers have advised the party that several judgments have been delivered blocking those voluntarily giving up the membership of the House from holding the ministerial positions. COMMENT: Mr Aklekar would love to have his wish of having re-elections so that the BJP can stake their claima pie in the sky wish. I do however agree that once the Members of the Legislative Assembly have resigned, they cannot then come back unless re-elected. Cornell's strong condemnation of Goans showing off their caste may really reflect UK Goans (and other UK-Indians) just 'showing off' (in Goa). In UK, they cannot show off their Imperial pounds and their Ingresi. But, they 'still show off' (presumably their caste) till they meet Cornell. :=)) Hope this peculiarity is drawn when you post your article about Goan caste distinctions in the UK. So to begin with, do Goans from UK behave like the English-babu ani Vodlo Badkar or do they behave like Samko Goenkars? As you write your essay (which I am most interested), I hope you draw the distinction of past caste attitudes, which though despicable was a SURROGATE for education, affluence, culture, civility etc. Today unfortunately caste is used as a SUBSTITUTE for the above. As was very well put, when one does not have anything to flaunt, one shows off their caste (or their British passport). In all seriousness please connect me to some plain fun-loving, down-to-earth, unassuming Goans, residing in UK. Especially those that left Goa in the 1920s to 1950s!
