Besides, when central bankers sell gold the price goes down, which it did not from the $280 level it was around from about 1996 to 2001. Gold prices had declined steadily for about ten years before that period and have risen steadily thereafter until recently. I actually read the article and understand that the Fox News reporter had written about producer prices or wholesale prices, not consumer prices. Unfortunately for your argument, official inflation figures are based on the consumer price index, since wholesale prices often do not make their way into consumer prices, and some do over a longer period of time. The last official inflation rate for July was 5.7% per annum, which is at a 17 year high for the US but low by world standards. One person reads Fox News, the other understands Fox News - Mario Goveia, adapted from a quote by Ronald Reagan.

If every one whose dear ones die in hospitals or under the care of their doctors go on slapping and kicking them, I think our 'modern society' is creating 'mechanical garages' out of our hospitals and clinics. Yes, in that case, one has the right to slap the doctor, like one would slap a mechanic who has stolen your money and replaced a bad part in your vehicle with another bad one, or if he has forgotten to check the brake fluid pipe for leakages, but simply refilled the empty brake fluid container; or any of the million things that can happen to a vehicle, leading to crippling accidents or even deaths. It is sad to note that modernity and technological advances in medicine are creating a 'robotics' society, devoid of humane-ness. The very fact that the mother of this young lady was in the ICU for a prolonged period of time is because she was very sick. If we cannot accept this, then we are unfit to call ourselves humane. Even if there was an element of negligience on the part of the concerned doctor, it is a matter for lodging protests and for the hospital authorities to conduct unbiased investigations. Besides, there is something called the 'autopsy' or the 'post-mortem' (for taking corrective actions that this does not repeat again) And it may turn out that the doctor was really irresponsibly negligient. And the internal or external actions will deal with such criminal negligience. BTW1: Dr. Jindal, the Dean of the Medical College is right. Such offences should be non-bailable. Oh yes, Goa had a legislative assembly and Goa was represented at the Portuguese courts (during the monarchia) and later parliament (during the republican era). Look, I am not here to give you a history lesson, but please do yourselves a favour and get your facts right. Find out about Francisco Luis Gomes, Dr. Froilano Machado, Purxotoma Quenim, and others. Oh, BTW, kindly find out the difference between living in a village (or countryside) and living in a city. That way, perhaps having come to Goa for a holiday might be put in the right context (e.g. pig-toilet, snakes, et al). I've been in places here in Australia where the running water is only meant for bathing (yuk) and flushing, as it stinks of rotting vegetation (after all it is tank water obtained from the roof of the residence). For drinking/cooking either use boiled (yuk again) or use bottled. Walking again could mean you could swallow a fly or two if conversing with another or squishing through mud where cattle had been previously. Anyhow, its all part of the fun when one's holidaying in the countryside, but that does not mean that all of Australia is like those places. Hi Gabriel Nice to hear from you after a seemingly long absence. I am however rather bemused by your long list of Portuguese contributions over 451 years in Goa but regret to say that they were of negligible help to Goa economically and in terms of developing a modern infrastructure. Had they done much better, perhaps we might not have had the massive exodus from Goa, over at least two centuries, of the Catholic Goans in particular. For lack of time now, I will confine myself to a few quick points: a) Up to 1961, in my periodic visits to Goa from Kenya during my dad's 6 month long leave periods, I found Goa incredibly backwards compared to Kenya. It was like visiting a land forgotten by modern economic development. Basic utilities like electricity, running water, and adequate road transport were simply missing. For me, it was definitely a worthwhile education in understanding life in fairly primitive conditions--especially re the toilets! b) I had relatives whom I visited from Kenya in other parts of India, whose living conditions were far superior to what was available in Goa. Indeed, the ones around my age simply dreaded travelling to Goa on holiday. Apart from some incredible long and exhausting walks to the beach and back, there was nothing much recreational nor educative for them to do in Goa. These were people familiar with plentiful electricity, running water, libraries, museums, zoos, public exhibitions, good transport and other amenities. In short, Goa had no comparable attraction for them whatsoever. Of course, this is merely illustrative as we do know that there were parts of India infinitely more disadvantaged than Goa. c) Re the crime rates, yes they were low in Goa because of the acute repression imposed by the Portuguese as well as by the relative emptiness of Goa due to a net outflow of people. Often, the men folk went to work at sea and left their women behind to raise children--something hardly conducive to good family life. Yet, it is precisely in these crime free times that Portuguese physical brutality was widely evident and suffered by many, including by me personally at the hands of Portuguese soldiers with rifles in hand--yes, when meekly queueing to visit the SFX shrine in Old Goa! There was no redress for gratuitous Portuguese violence dear Gabriel, including for those incarcerated in Aguada and other prisons when all that some vocally articulated was for freedom from oppressive colonial rule. I am therefore puzzled Gabriel that, this aspect is not factored into your 'credit worthy' contribution by the Portuguese over 451 years in Goa. c) And now, on a more 'provocative note' whilst agreeing with you that the British largely left the Indians alone re caste, languages, customs, etc (excepting sati), the entire Portuguese colonial emphasis was to change us Goans from being Indians to versions of themselves--particularly culturally. This included the provision of Portuguese nationality. Consequently and sadly, the hidden code of many a Goan asserting they were Goan, was to effectively distance themselves, false-consciously, from being taken to be Indians! Thankfully, this absurd situation has been changing since liberation in 1961 and so much for the better, particularly through the wider availability of education to many. Unlike the rest of India, the Portuguese tried to make us Catholic Goans as non Indian as possible even though we are definitely ethnically Indian. In short, the repressive and authoritarian Portuguese hegemony over long periods worked against what our real Indian identities were and if any are still thus confused, it is time we stopped fooling ourselves further--irrespective of what passports we may hold. My final thought is that, bearing in mind the inevitability of European colonial rule in recent history, and that all colonialism, without exception, exists to extract resources from conquered countries and to subordinate the natives, we Goans were particularly unfortunate to have the Portuguese as colonial masters. They really ought to have confined themselves to trade on the high seas (something they knew well about), because regrettably, they knew relatively little that was significantly worthwhile for the Goans ECONOMICALLY and EDUCATIONALLY then, and as current research evidence indicates, they are the least educated (reference available on request), of all European Union ethnic minority workers currently in the UK. The thought that such people lorded over us for 4.5 centuries, and kept the majority of us so backward economically and educationally, will hopefully make any red-blooded Goan, justifiably, pretty angry but also determined to properly utilise all the many opportunities India has offered to us since 1961. If correctly and wisely utilised, despite the many difficulties currently faced, this could soon make up for the massive seriously long-term economic, educational and infrastructural deficit left behind in Goa by the Portuguese.

Regards, r http://www.parrikar.org/misc/Matanhy-SS-for-Goa.pdf For Favor of Publication At a press conference, held here today, Mr. Matanhy Saldanha, former Tourism Minister, said that after ousting the Portuguese colonialists from the soil of Goa, our political leaders of the past, played their role to protect the interest of Goa. But at every stage, Goans had to fight to protect their identity and their interest. To prevent merger of Goa with Maharashtra, Goa had to have the opinion poll to maintain its separate entity. This was followed by its struggle to have Konkani introduced in the 8th Schedule of the Constitution. Forty seven years after freedom from the colonial rule, Goa is still not safe and is in the process of losing its identity. Being aware of Goa’s uniqueness, the then Prime Minister of India, Mr. Jawaharlal Nehru, had assured the people of Goa that Goa would be given special status to protect its uniqueness and identity. Unfortunately, it only remained a promise. Mr. Saldanha said that, today, Goa has reached a stage where it runs the risk of totally losing its identity, as its limited land is being sold for the lure of money. Land gives any society its identity, security and scope to achieve greater heights. Some gullible people of Goa are being tricked into selling this very land by the real estate sharks, builders and the millionaires from all over the world, who come to Goa because they realize that Goa is a paradise to be owned. They come here not for the love of Goa and its people, but for the money they can make by exploiting the land and its people. Even the land in possession of the schedule tribes and other backward classes, land which belongs to the age old institution of “Communidades” (community land), prior to the Portuguese, is unscrupulously being taken over or acquired by the Government of Goa, only to hand over to the industrialists, the businessmen and the real estate developers, in the name of so called development. Almost 70 - 80% of the beneficiaries of this acquired land are not the local people of Goa. Mr. Saldanha further said that black moneyed people from all over India, especially from the north of India, are luring the local people to sell off their land, by enticing them with high offers. This has resulted in an artificial escalation in land prices even in the remotest corner of Goa, thus making it absolutely impossible for the local people to buy land in Goa. The sale of land in Goa has resulted in the construction of gated housing colonies, tourist resorts and multi- storied buildings, even in the villages, in violation of the existing rules and regulations, thus changing the topography and the very character of the villages which are responsible for Goa’s uniqueness. Besides, these constructions are mostly purchased by people from the other states as the locals cannot afford the high prices inspite of their urgent need. The sale of land and the construction activity in the state has resulted in the influx of people from other states of the country into Goa. Consequently, practically in all the industries including tourism and mechanized fishing, besides mining, 90 to 95% of the people employed are from the other states. Even in the small businesses like fruit and vegetable sale in the markets, the locals are totally displaced. Setting up of small roadside kiosks (gaddas) is also being taken over. A quick survey of the coastal village schools and that of Ponda, Quepem and Sarvodem, reveals that nearly 60% of the students enrolled are from the other states, who have settled in the state of Goa. In some towns like Margao, Ponda and even Murmogao, the migrant population has outnumbered the local population, and this can be verified from the electoral rolls. Mr. Saldanha said that, it must be noted that the population of Goa remained stable for nearly two hundred years before 1961 and was around five to six lakh, inspite of the high Goan birth rate. Today, the population has shot up to almost fifteen lakh, within forty seven years, inspite of the low Goan birth rate and this increase, is due to the migrant influx. One can confidently say that presently, almost 50% of the total population in the state of Goa comes from the other states of the country. The people of Goa are not against migrants from any state of the country. However, today, the influx of people from other states is not just consigned to major towns but every village is being filled by migrants, changing the demography of the villages, outnumbering the local people and changing the cultural, social, economic and political identity of the Goan society. On his 61st death anniversary today 29/08/2008 tiatrists in Goa paid homage to Pai Tiatrist late Joao Agostinho Fernandes at a brief one hours function held at the Ravindra Bhavan - Pai Tiatrist - Joao Agostinho Fernandes A/c Indoor Auditorium at 1300 hrs. The function began with a small introductory speech by konkani playright and Convenor of the days function Mr Wilson Mazarello paying tributes to the legendary tiatrist revered by past and present tiatrists. Floral tributes were jointly paid by the Rajya Sabha MP Mr Shantaram L Naik, the Chief Guest on the ocassion and senior tiatrist hailing from Sanvordem Mr Remmie Colaco by garlanding the portrait of Pai tiatrist at the entrance of the A/c Indoor auditorium (the largest of its kind in Goa 1150 seats) The Chief Minister of Goa Mr Digamber Kamat who could not grace the ocassion owing to extensive Business of the House on the last date of the ongoing monsoon session of the Goa Legislative Assembly deputed the Asst Director, Directorate of Art Culture Ashok V Parab to do the honours in paying tribute to Pai Tiatrist by offering a floral tribute on his behalf. Others who paid floral tributes were Dr Francisco Colaco an eminent cardiologist (a neighbour of late Chris Perry and Pai Tiatrist in Modsai Behind the Holy Spirit Church at Margao Goa ). Following this brief tributes the motely but reasonably good gathering of forty three tiatrists and other well meaning citizens, many of the tiatrists expressed their thoughts on the works and times of Pai Tiatrist Mr Wilson Mazarelo the Convenor of todays function described the unique features that Late Agostinho stood for; He stated that Pai tiatrist despite earning this distinction conferred upon him never ever looked down on Lucacinho Ribeiro who he considered his guide and mentor having staged the first tiatr on a Konkani tiatr “Italian Bhurgo was staged at the New Alfred Theatre Bombay (Mumbai ) on 17th April 1892 Easter Sunday. He recollected that Pai tiatrist, was a strict disciplinarian.Pai tiatrist condemned the earlier khell tiatrs zagors etc which were both extempore and were a vulgar display of drunkenness etc which failed to attract decent crowds. He recollected the times when Pai tiatrist wept at the Cross Maidan in Mumbai when he saw tiatrist indulging in slanderous and defamatory acts against their co-tiatrists and prayed for the unity of tiatrists. Mr Remmie Colaco who was given the place of honour ( the only living playwright who had the opportunity to perform in tiatrs staged then by Pai Tiatrist) did not speak on the ocassion due to his frail health but chose to convey the need to foster unity amongst the tiatr fraternity. Mr Mike Mehta (Adv) and konkani playwright saluted Pai tiatrist for he believed that the stage was the platform provided by Pai Tiatrist for all the playwrights to express themselves on societal issues. It was the stage which gave one a forum for expression during the erstwhile Portuguese regime ---the fora for fearless power of speech in action and song and therefore it was incumbent upon the tiatrists to ameliorate the feelings of Pai tiatrist and live up to his expectations. Mr Shantaram L Naik Rajya Sabha MP speaking on the ocassion admitted that he had only read of Pai tiatrist, and his works, but considering the fact that Pai tiatrist had documented his works for posterity ( Incidentally most of his works are lying in the Goa Konkani Academy taken from his family by the the Chairman of Goa Konkani Academy without any remmuneration for the same ) Mr Shantaram Naik expressed confidence that he would be able to work together with the konkani playwrights and do whatever possible to provide them assistance at the Central level. Mr Prince Jacob pleaded for granting industry status to the tiatrs. This would help them get facilities which are hitherto deprived. He pointed out that if granted an industry status it would provide employment opportunities for the youth of the state. He however expressed resentment over the fact that financial assistance given by the Government for the promotion of tiatr works in Konkani would not be beneficial if the same is in the official language Konknni in devanagari script. He therefore pleaded for recognition of Romi Lipi as the only viable alternative to maintaining unity among th Goans. Mr. Prince also expressed the desire that the indoor auditorium coming up at Kala Bhavan at Sancoale be named after Kid Boxer who hailed from Cortalim.. Mr Anil kumar another tiatrist did not approve of the MP's views to have the tiatrs of Pai tiatrist be enacted de novo with changes to suit the present times. Without mincing words Mr Kumar impressed upon the MP that re-mix should never ever be accepted as this would destroy the esssence of the original plays and preferred that the old tiatrs of Pai tiatrist be performed in its original form. Regarding the unabashed joy of Indians at Bindra's victory we have to note a few points. Some of which I read three days ago in a piece by by Shashi Tharoor the Daily Yomiuri (English ed). Indian victories by and large in any field are largely by sheer individual effort and determination -- the state does practically nothing, except jump up and down, starting with officials who genuinely begin believing that its is they who make the winds shift or perhaps smell of exotic fragrances. Of course when it comes to the IITs its the state that at least provides monies. Chinese victories on the other hand are entirely the effort of a state system. Bindra is a CEO of his own hi-tech system. And he has a shooting range in his backyard -- ghara fatlean voi durga bhitor. Which brings to mind that there is no reason as to why those who have wealth as do many on Goanet -- achieve things, if that is of interest, in areas other than what they received their degrees in -- as Pamela D'Mello's recent article on the Derek Menezes made amply clear. The article also mentioned that when it comes to top level planning, (NB(vjp): not to be confused with sending satellites into space) -- of the kind that certain areas -- the Olympics for one need, such as logistics that shift with the sport, the individual, the temperaments, the sexuality, the exposure at top levels followed by analysis; sustained training, looking after the day to day life and development of the athlete (this would be everything in the existential: emotional, mental, focus, sustained planning against goals --- that we simply come short. China on the other hand will wipe out most things in its way for the alleged good of the state, India is grinding it out with the Narmada Bachao Andolan (34 years and counting). India exhausts you/us -- its citizens, China gives one the round-house punch (shifted 1.2 million for Three Gorges), and then there was Tiananmen which young Chinese have not even heard about, or at a whole other level -- sending back the American F16 which was downed a few years ago -- all crated up, after having studied it. Two different approaches. China presumably even tweaked the atmosphere to generate the climate it wanted, which allegedly is the cause of sudden rains recently in Japan. Anyway, thats it. This Email is in Response to Remo Fernandes's Email on how he was mistreated at Goa Airport, among other emails from your readers and the news in General from Goa. *** Hypocrisy is defined by wikipedia as this; Hypocrisy (or being a hypocrite) is the act of pretending to oppose a belief or behaviour while holding the same beliefs or behaviours at the same time. Of late, over the past year or two, the calls for evicting the outsiders from Goa has become increasingly vocal. Outsiders are the reason for high land prices, crime, and everything else possible. Even for those of us who have made Goa our home, we are treated as 'outsiders' however long we may have lived here. If one sticks to the definition of Hypocrisy, I think it is quite appropriate to use the word in a situation like this. Goans were among the first people from the country to migrate overseas. Thousands of Goans reside Overseas in the U.K. , Canada and ofcourse, the Gulf countries; there is absolutely nothing wrong with migrating in search of greener pastures, we are all economic migrants in this day and age. A majority of Goans in the West hold foreign passports and are quick to apply for the naturalization process; also quite normal, who doesn't want the convenience and ofcourse the false sense of prestige that accompanies a foreign passport? What is saddending and incredulous however, is the calls by Overseas Goans as well to evict the outsiders from Goa; I'm sorry , the logic is lost on me. One of the largest sections of Indian society that has been migrating for generations and made use of opportunities overseas is not a supporter of migration? It's ok to have white trash in Goa, all year round, but not Indians from other states, a vast majority of whom are hardworking, honest people? Don't mistake me; I love Goa, I was born in Goa, and lived in Goa for close to 25 years now. Almost all the Goans I know are generally warm and friendly people, something that you cant really say for many other parts of the country unfortunately. Dears, I hold no brief for Kevin and Lisette but it would be interesting to know what Eugene Correia, Roland Francis and others have to say to what Dr. Jose Colaco has placed on record. Making allegations on goanet is easy, organising an event ...even an entirely local event ... is not. I see many technical advisors on goanet telling the GBA how to run its campaign, but few are willing to risk their life and limb to protect the interests of Goa's future generations. Roland has gone to the ectent of congratulating a rather stupid girl who slapped a resident doctor at GMC. Agreed that she was agrieved by the death of her 60 year old mother who was suffering form a chronic illness BUT there was no cause for her to assault the doctor who was on duty at that particular point of time. The fact remains that an intellectual superpower like India with over a billion people, millions of whom eat a lot more than bhelpuris and pakoras, cannot routinely produce world class athletes.

Harassment case: Probe to begin 30 Aug 2008, 0507 hrs IST,TNN MARGAO: South Goa SP Shekhar Prabhudesai on Friday said that the police will start recording statements and collecting evidence in a case filed against the management of Manovikas school on the complaint by a student's father Elvis Almeida. Almeida had alleged that his son, studying in standard four, was systemically harassed, not only by the management, a teacher and a headmistress, but also by some parent teachers association (PTA) members. The SP also said that the police have registered a cross complaint lodged by PTA president Bryan Duarte against Almeida. Duarte has complained that Almeida threatened and intimidated him. ''We will not go for any arrest, but will probe the incident in-depth as it involves a child,'' observed Prabhudesai. Meanwhile, it is learnt that an NGO working in the field of children's rights has failed to persuade the school authorities to allow the child to attend classes even as the phase of counseling was on. It may be recalled that at an earlier meeting with education department officials it was suggested that the child should be counselled. ''We wanted to help the child because his father had approached us, but it appears we can't do much as he wants to take his own decision,'' a NGO member observed. It is learnt that Elvis has collected a school leaving certificate as he feels that his son is absolutely normal and there was a devious design to malign him and cause mental and physical torture to his son. Asked how some of the parents of the children studying in the school got involved in this case, the SP said their children must have complained against this child.

Dear Gabriel, It is true that Goa was crime free during Portuguese rule. But racism under them was much more severe than the British! The state was much more oppressive. I find that centuries of Portuguese repression, or rather slavery, should i list: Take the Goan catholic names for example: When did Da Costa, De Cunha, Fernandes or Quatros become more christian than Goan family name like Kakodkar, Shirodkar, Poi or Prabhu? So, Govan Catholicism was not just religious conversions. They destroyed your ancestry and implanted Portuguese ancestry on you. Let me put forth a simple observation, in poor taste, though. It may be relative, because it is in the eye of the beholder. Note that Mangalorean Catholics migrated to the Canara from Goa in the 17th and 18th century. They have not assimilated into the local population, though they live harmoniously with the locals. They have their religion intact, Go to masses on Sundays and other festive days etc. They have preserved their Konkani language, publications, music and Theater. I find Manglorean Catholic girls and women quite attractive, whereas I find Goan catholics distinctively ugly in general. I feel It is due to 450 years of Portuguese slavery. Now one may be politically correct and accuse me of bias. But I feel the Mangalorean catholics had more freedom for generations and it shows on their faces!

Jesus' Divinity is not a result of a vote by the bishops with or without the urging of Emperor Constantine. Jesus' Divinity, as believed by the church, stems from the writings in the Bible with a quote by apostle Peter himself, You are Christ ... Messiah, the actual son of God. This is one of many references in the Gospels on this topic. As per DB, the original disciples of Jesus were a group of gnostics, not the well-known disciples who are generally recognized and who wrote the Gospels and other books in the New Testament. Who are gnostics? These are individuals who believe every Christian is a christ and thus every Christian is divine. According to DB, the gnostic gospels predate the New Testament. In these gnostic gospels, Jesus is portrayed as a spiritual man, with no mention of his death, resurrection or divinity (mediator between God the creator and sinful humanity). More analysis of gnostic beliefs follow in subsequent chapters. GJ takes a look at the time line: The earliest Christian writings are of Paul a contemporary of Jesus and written in 48AD - 60AD. Paul was originally a very anti-Christian Jewish Rabbi. He converted to Christianity, and then preached for Christ. Later he was executed for his faith. Paul's writings are a major component of the New Testament. Paul did not highjack Jesus' nature from the original gnostic disciples as DB suggest. Paul formed his own opinion of Jesus. Paul mentions the names of the disciples as eyewitnesses to Jesus whom he met on several occasions. Paul refers in many of his writings to the Divinity of Jesus, thus negating that the concept of Jesus' Divinity was a latter invention (fourth century). New Testament books were written by contemporaries of Jesus - Peter, James, John, Mathew. Jesus lived from 7–2 BCE to 26–33 AD. A few were written by those who knew these contemporaries. These authors, other disciples (including Thomas in India) and others died for their belief (Divinity of Jesus) and not for a high jacked message. Hence DB's assertion is flat wrong that Jesus was not considered Divine till 325 AD. This is when the Council of Nicaea met to re-affirm (not to create) the Divinity of Christ. GJ documents a long list (eleven quotes) of writings from several religious authors written between 100 AD to 305 AD about the Divinity of Jesus. The gnostic concept of Jesus (just another human being) was created in 318 AD by a person from Egypt called Arius. His followers were called Arians. Likely this message fitted well with the concept in Egyptian culture that the Pharaoh goes on to join God after death; but is born as an ordinary human. The vote in Nicaea re-confirming the Divinity of Jesus was 316 to 2; (not a close vote) which ended the confusion perpetrated by the Arians. The apostles, the persecuted Church (of the first 300 years) the Nicaea bishops did to meet to revise the beliefs (as DB suggest) but to reaffirm, unify and consolidate their beliefs, in a universally accepted Christian prayer called The Creed. Parrikar's three other private members' bills, put for consideration and passing in the House on Friday, were either withdrawn or rejected. Speaking on his Goa Town and Country Planning (Repeal of Amendment Act No 10 of 2008), Parrikar said that 'government projects', which are beyond the purview of the regional plan through the controversial amendments, are not clearly defined. Describing this as dangerous, he said that private-public projects will also be able to escape scrutiny of the regional plan prohibitions. Further, BJP legislator, Francis D'Souza suggested that government projects should be recorded under the regional plan. The chief minister however countered that it is not possible to forecast legislators' requirements in terms of projects like police stations, fire stations, school buildings, etc. The Oppositon leader also accused the chief minister of signing a file approving the transfer of government acquired land at Candolim to its original owner. Parrikar's Goa Public Gambling (Amendment) Bill, 2008, also failed to go through. The object of the Bill was to confine offshore casinos to sea, five nautical miles away from the Goan coastline. The Bill also proposed to restrict offshore casinos to maritime vessels with the total exclusion of inland vessels. Home minister Ravi Naik explained that the government has been drafting amendments to the law and was in the process of gathering information on casino operations. Naik admitted that the government was unaware neither of the revenue earned by casinos nor other operational details. He said that government control over casinos needs to be stricter. Parrikar urged Naik to issue an executive order defining offshore as, falling beyond 5 nautical miles from the coastline and told him not to issue any licenses till his rules were framed. Parrikar said, We will not allow 5 casinos on the Mandovi river regardless of what action you take. The Bill was however defeated after it was put to the vote of the House. Parrikar's 2 other private members bills: the Goa Ban on Immersion of Plaster of Paris Idols Bill, 2008 and the Goa Panchayat Raj (Amendment) Bill, 2008 were pulled out. The amendment to the last named bill sought to insert the following clause: In the case of a woman candidate for election to the office of sarpanch and deputy sarpanch reserved for women candidates, the nominations shall be by self and there shall be no requirement for proposer or seconder.
