Goa's forgotten third force: Antonio A. Bruto da Costa (1902-1984)

This was no usual freedom fighter. He got into a fistfight
with the Governor General of the State of Portuguese India.
He told off Salazar in person for having downgraded Goa from
an autonomous overseas province to a colonial object of
possession. After 1961, he accused Nehru of having broken
his promise to abstain from violence and thus usurped Goans'
natural right to a plebiscite and full sovereignty.

As a lawyer, he took up cases that many dared to even speak
about, whether it meant defending the alleged terrorist
Srinivassa Dormu Achari who was tortured into confession by a
Portuguese police agent (1956) or representing Fr.  Chico
Monteiro and his refusal to accept Indian citizenship, which
went all the way to Delhi's Supreme Court (1962-1969).

  Antpnio Anastasio Bruto da Costa (1902-1984)
  dedicated his life to a cause forgotten by both
  Indian and Portuguese historiographies.  A new
  volume, edited by his son Mario Bruto da Costa
  (Goa: a terceira corrente, 2013) now makes several
  of his writings public, albeit still in Portuguese.
  They bring to light a third force that, prior to
  1961, refused both Portuguese colonialism and
  Indian nationalism by fighting for autonomy and
  possibly also independence.

Together with Antonio Colaço and dozens of others, Bruto da
Costa led a group also known as the 'Círculo de Margao'. He
denounced Portuguese and Indian nationalisms for fighting
over Goa as if it was a golden leaf trophy, which violated
what he understood to be his homeland's (patria) distinct
cultural, political and legal personality since 1510. His
alternative solution strived to maintain the integrity of
our state, as our little country seeks to preserve its
structure formed through four centuries of deep and mutual
penetration by two dynamic civilizations.

  His papers focus on his battle against Salazar's
  authoritarian Estado Novo regime and its infamous
  Acto Colonial (1930) through which Goan civil
  servants were systematically replaced by their
  metropolitan White colleagues in an attempt to
  renationalize Goa, and Goans downgraded from full
  citizens to the racial categories of assimilated
  or indigenous.  This abrogated the unprecedented
  civic liberties and local autonomy that Goans had
  enjoyed since the Republican Revolution of 1910.

Bruto da Costa argued that more, not less autonomy was
Lisbon's only option to quell local discontent and counter
India's rising propaganda and attractiveness among Goans. His
concrete proposals after 1946 included several draft
statutes, or special constitutions for the Portuguese State
of India, similar to the Government of India Act of 1935,
which proposed universal voting rights for all adult
citizens. The ultimate objective was to transform Goa into a
self-governing polity by recovering and expanding the
autonomous and elected nature of its Legislative Council.

As a proud lawyer, he chose to oppose the regime from within,
which earned him criticism from all sides. Pro-India
activists denounced him as a Salazar ploy to divide the
freedom struggle. Portugal loyalists accused him of being
unpatriotic and feeding off Nehru’s hand. And the secret
police blacklisted him as an active element against the
present Portuguese political regime and denied him a visa to
travel to Bombay for a surgery that could have saved his sight.

  His only response was that he stood for a Goan
  Goa...  for which we do not require Nehru's
  authorization, and which solely depends on unity
  among Goans.  His last attempt, in 1959, came as a
  telegram to Portugal's President, requesting him to
  accept the United Kingdom's offer to mediate
  between Lisbon and Delhi, and calling for a
  possible referendum.

But it was all too late. Many of his fellow partisans that
had subscribed earlier petitions in 1952 and 1954 (listed in
the book, a third of which Hindus) had by now been either
intimidated into silence by the police, lost hope, or joined
pro-India organizations. [See link at the end for full list

In early December 1961, a last-minute attempt by a few
military officials to plan a coup and declare independence
failed. A few weeks later, Goans became Indians by conquest
and decree. The third force had been eliminated both by
Salazar and Nehru, but for Bruto da Costa freedom now felt
farther than ever.

Despite seeing his third force blocked by Salazar's Estado
Novo and the military action of 1961, Adv.  António A Bruto
da Costa stayed true to his cause, filing letters to Nehru,
Mario Soares, and Indira Gandhi.  His refusal to
pragmatically move on to work within democratic India even
lead to a split with his long-time

In Goa the concern regarding the credentials and genuineness of the Aam
Aadmi Party (AAP) is on account of it being strategically steered and
geared by some Hindu extremist Rashtriya Swayamsevak Sangh (RSS)
pracharaks.

A vote for the AAP would only benefit the communal BJP as it is clearly an
undercover incognito B team of the BJP with some naïve altar boys drafted
in the usual saffron shrewd style to split the anti-BJP secular votes.

The common man should therefore be very cautious and vigilant. Look beyond
the curtains and read between the lines while sniffing the political broth
that is cooking. Our nation cannot allow its secular fabric being corroded.
So it has to be all the way no to NaMo.

C. V. Raman was Indian and dark. So it is unlikely that he would have objected 
to both characteristics. Raman chose his own bride and married a woman from a 
different sub-caste against the wishes of his mother. Like him his father had 
no problem with his marital discovery.

if he wins, there would be soon a by-election in Curtorim constituency and
offcourse, it will be at our cost. On top, there will be election code of
conduct which slows down pace of work at Govt dept level (e.g. right now,
collector not available to public until April 12 they say, files pending,
Panchyat level files are pending as clerks on election duty etc - lot of
inconvenience to public..), In the name of elections, saw some dept or sections
having parties. One day I saw staff eating cakes at 11.30am, next day I saw
them eating ice-cream around same time.

There exists a gross violation on the waterfront near Aivao Village-
Caranzalem (Dona Paula), where a project is coming up and is approved
by the Government of Goa. Watersports, which comes under Central
Government National Institute of Water Sports Authority, is a project
already been signed with the Goa State Infrastructure Development
Corporation on January 26, 2014.

Engineers from National Institute of Water Sports Authority state that
there will be a swimming pool and a huge building for the water sports
complex which is likely to be completed within two years. Huge
excavation of sand with a quantity of more than 1,000 trucks is seen
at the venue. The work is going on in full swing and comes under
Coastal Regulation Zone (CRZ).  The Coastal Zone Management Authority
(GCZMA) should take immediate action by deputing their team for
inspection. A necessary complaint has already been lodged by Dr Joe
D'Sousa, a member from Goa State Diversity Board, on March 18, 2014.

It wasn't a pleasing sight when a group of boys dressed in their
football jerseys walked through the uneven, bumpy roads in Aivao. It
is a small village which is situated in Caranzalem. They feel their
rights to play in the open are shattered. We used to play on the
grounds, where there is a water sport institute coming up. We also
have our goalpost still there. Now we play on the beach, informed a
young boy who seemed to have finished his match and was returning
home.

The land is acquired to build the National Institute of Water Sports
(NIWS) and some of the locals are surely having issues with it. But
there are few who have absolutely no clue as to what is coming up
there. I don't know what is coming up here. What can we do? Please
ask people who would know I don't know anything said a villager. A
government official who lives in the village said, Over a few years
Goa will not remain open and free like it used to be. When we have our
houses around the CRZ zone they want to come and destroy them but the
government officials can build their institutes? The law should be
same for all, he added.

The locals feel that the land acquired by the government to build the
water sports institute will affect them in the long run, especially
when their wells get dried. The project has a series of plans lined up
for the locals and ones who might be interested in learning the
techniques of water activity. It plans to have teaching activities
like pool management, cannoning, managing tourism bustle, boat
supervising/ repairs, rafting, life guards, rescue
training/operations, etc. It claims that all the courses will be
certified by the authority.

The project was started on the February 1, 2014 and is assumed to be
completed by January 31, 2016. Tendered by the Goa State
Infrastructure Development Corporation (GSIDC) and recognised by the
Union Ministry of tourism, the approximate cost of the building would
be Rs 28 crore and the area of construction is 65,509 sq meters.
According to information from the authorities, the building will be
built in such a way where there will be no destruction of any kind of
flora and fauna. There will be less damage to the place as the
material used will be eco-friendly. But, for those boys who used to
run around with a ball in the area where the building is now coming
up, their little playground is long gone.

Coasting through regulations

1. Clearance shall be given for any activity within the Coastal
Regulation Zone only if it requires water front and foreshore
facilities.

2. The following activities will require environmental clearance from
the Ministry of Environment and Forests, Government of India, namely:

(i)Construction activities related to projects of Department of Atomic
Energy or Defence requirements for which foreshore facilities are
essential such as- slipways, jetties, wharves, quays; except for
classified operational component of defence projects for which a
separate procedure shall be followed.(Residential buildings, office
buildings, hospital complexes, workshops shall not come within the
definition of operational requirements except in very special cases
and hence shall not normally be permitted in the CRZ)

(ii)Operational constructions for ports and harbours and light houses
and constructions for activities such as jetties, wharves, quays and
slipways, pipelines, conveying systems including transmission lines;

(ii a) Exploration and extraction of oil and natural gas and all
associated activities and facilities thereto;

(iii) Thermal Power Plants (only foreshore facilities for transport of
raw materials facilities for intake of cooling water and outfall for
discharge of treated waste water/cooling water);

(iv) All other activities with investment exceeding rupees five crores

[Goanet] JUDICIARY IN JEOPARDY

Remedial measures need to be taken on a war footing to expedite the
disposal of the mountain of cases pending before various courts across the
country.



Some of these cases are pending for decades. Justice delayed is Justice
denied with many not seeing justice in their lifetime.



As on 1st March this year,  in the Supreme Court itself the pendency is
65,261 cases besides the over three crore  cases pending in various High
Courts and  Subordinate courts across the country.



The threat to Goa's Judiciary lies when the flamboyant Advocate General
Atmaram Nadkarni wants to pose as the super Chief Justice calling the
shots. May God save our Judiciary and Goa's impoverished litigants from the
nightmare of such a rabid fixer.

[Goanet] Saligao Institute children's hour -- March 29, 2014

1. The Saligao Institute conducted a children's story telling hour on March
29, 2014 from 4.15 to 5.15 pm

2. Giselle Lobo was at her best telling her story with the help of a big
picture-book. She got the children involved by asking questions and
soliciting their opinions and answers. The children got fully involved.
Even Isa and myself got fully engrossed.

3. The children asked for more and we promised them another session in May.

4. Giselle was thanked and given a little gift after the event, following a
little thank you speech. Cold drinks were served to all.  Don't miss the
next story-hour at the Institute, or you will regret! And don't forget the
career counselling for teenagers from the 8th to 12th classes on April 5,
2014 at 4.30 by the Archdiocesan Team headed by Basil.

[Goanet] The Merger of Two Goan Associatons in Toronto G.O.A Can-Orient

Thereafter came the invasion of Kuwait
by Iraq.  This was indeed, an unique
lesson for Goans in Kuwait to learn for their better future. It was sad to see
the plight of some of our brothers who had just arrived on the previous day of
the invasion and caught in turmoil.  They
had come for greener pastures after borrowing hefty sums to pay for their Visas
and tickets.  I need not explain in
detail the life in the middle east and compare it to the West/US/Canada/East
etc.  The freedom that people enjoy in
this part of the world and the facilities provided will never ever be available
in the Middle East but for tax fee income.

 

With the liberation of Kuwait, many
of our fellow Goans could come back besides new generation of Goans to seek
greener pastures.  At this point in time
that we have realized that only through unity we could gain the strength.  The 
journey was not easy.  Worthwhile to mention that all the leaders
ran away at this point in time for their own safety  first, least concerned 
about their followers.

 

Just six months before the Invasion
of Kuwait, the Kuwait Goans formed one Association of all Goans and named it
Goan Welfare Society – Kuwait.  At this
juncture one must not forget the good services rendered by our Goan stalwarts
like Mr. Joe Cota, Mr Alu Carvalho, Mr. Rudolf Fernandes, Mr. Wilson Rodrigues,
late Mr. Vency De Mello, Mr. Joe F X De Souza, Mr. Joe Correia, and many others
in framing the Constitution and ensuring the representation to each and every
corner of Goa (Village wise.).

 

Back to Kuwait after liberation, the
need was felt to revive Goan Welfare Society – Kuwait (GWS-Kuwait) and the
Leadership was  superimposed on the
writer to head the same with due regard and recognition of services rendered to
the Goan Community in the evacuation process, having left Kuwait after the last
Goan wanting to leave for Goa and left Kuwait for Goa by the last Voyage of
Akbar Ship from Basrah (Iraq) to Bombay.

 

Goans in Kuwait and the Indian
Community at large cannot forget the service of Shri Eduardo Faleiro who was an
instrument to mobilize the evacuation of Indians after having witnessed for
himself along with an MP from Kerala the facts and ground reality.  He came 
with a different directive from
Centre urging Indians to go back to work under the Iraqi regime.  He was shown 
the status of the Community
under the invasion.  One need not
elaborate.  Shri Faleiro with the
guidance and ground reality was instrumental to convince the Indian Government
under PM Chandrashekar to start the evacuation process and write off the Bond
signed with the Government of Indian by Kuwait Indians towards the repatriation
fees.  The writer was one of the  members of the Goan delegation that went to
Delhi to impress upon the Government with the help of Shri Faleiro Ex-External
Affairs Minster who occupied a commanding position with due honour and respect
as a Goan statesman in Delhi and same was witnessed by the delegation. Goans at
large do command respect in Kuwait for their honesty and integrity no matter
what trade or field they operate. It will be note worthy to mention that the
delegation paid their own cost to travel and live in Delhi during the visit.
Shri Eduardo Faleiro provided full support and cooperation including providing
one Officer to help and guide us during the stay.  

 

GWS – Kuwait moved forward with the
help and guidance of Goan stalwarts like Joe F X D’Souza,  Rabindra Pimenta, 
Cajetan Pereira, Julio
Cardozo, Orlando De Melo, Gladys Monteiro, late Caetano Rebello and his wife
Philo Rebello, Sharon D’Souza, Dr. Sandra Fernandes, Rudolf Fernandes, Dr Jerry
Rodrigues, Dr. Milania Jacob, Muriel Aphonso, Tony Cordeiro, Shri Tony
Figueiredo our Benefector and ardent supporter, Shri Sam Alphonso our generous
Patron Member and many others who contributed immensely for its success whose
name one cannot recall at this very moment.

 

GWS had plans to venture into an NRI
City in Goa for like minded Goans to come together and settle down in one place
with complete infrastructure, School, Health Centre, Supermarket, Sports
facility, Employment facility to the returnees to settle down way back
home.  Spade work was also done  to establish a Hospital in Goa with the help
of Goan Doctors who volunteered to provide their services and know how to
establish, namely, Dr. Oliver Quadros, Dr. Tony Dias, Dr. Winston Saldanha and
others whose name unable to recall at the moment well placed in Kuwait.  Call 
was made on the NRI Cell in Goa but
unfortunately our NRI Cell could not digest our vision even when we had shown
the proven record of success of Gulf Goans Hotels Co., Ltd.

 

Goa Day was one of the idea
originated with GWS to bring all the Goan Association running and operating
Football Clubs under one roof.  It earned
a name and fame worldwide.  One cannot

Goa's forgotten third force: Antonio A. Bruto da Costa (1902-1984)

This was no usual freedom fighter. He got into a fistfight
with the Governor General of the State of Portuguese India.
He told off Salazar in person for having downgraded Goa from
an autonomous overseas province to a colonial object of
possession. After 1961, he accused Nehru of having broken
his promise to abstain from violence and thus usurped Goans'
natural right to a plebiscite and full sovereignty.

As a lawyer, he took up cases that many dared to even speak
about, whether it meant defending the alleged terrorist
Srinivassa Dormu Achari who was tortured into confession by a
Portuguese police agent (1956) or representing Fr.  Chico
Monteiro and his refusal to accept Indian citizenship, which
went all the way to Delhi's Supreme Court (1962-1969).

  Antpnio Anastasio Bruto da Costa (1902-1984)
  dedicated his life to a cause forgotten by both
  Indian and Portuguese historiographies.  A new
  volume, edited by his son Mario Bruto da Costa
  (Goa: a terceira corrente, 2013) now makes several
  of his writings public, albeit still in Portuguese.
  They bring to light a third force that, prior to
  1961, refused both Portuguese colonialism and
  Indian nationalism by fighting for autonomy and
  possibly also independence.

Together with Antonio Colaço and dozens of others, Bruto da
Costa led a group also known as the 'Círculo de Margao'. He
denounced Portuguese and Indian nationalisms for fighting
over Goa as if it was a golden leaf trophy, which violated
what he understood to be his homeland's (patria) distinct
cultural, political and legal personality since 1510. His
alternative solution strived to maintain the integrity of
our state, as our little country seeks to preserve its
structure formed through four centuries of deep and mutual
penetration by two dynamic civilizations.

  His papers focus on his battle against Salazar's
  authoritarian Estado Novo regime and its infamous
  Acto Colonial (1930) through which Goan civil
  servants were systematically replaced by their
  metropolitan White colleagues in an attempt to
  renationalize Goa, and Goans downgraded from full
  citizens to the racial categories of assimilated
  or indigenous.  This abrogated the unprecedented
  civic liberties and local autonomy that Goans had
  enjoyed since the Republican Revolution of 1910.

Bruto da Costa argued that more, not less autonomy was
Lisbon's only option to quell local discontent and counter
India's rising propaganda and attractiveness among Goans. His
concrete proposals after 1946 included several draft
statutes, or special constitutions for the Portuguese State
of India, similar to the Government of India Act of 1935,
which proposed universal voting rights for all adult
citizens. The ultimate objective was to transform Goa into a
self-governing polity by recovering and expanding the
autonomous and elected nature of its Legislative Council.

As a proud lawyer, he chose to oppose the regime from within,
which earned him criticism from all sides. Pro-India
activists denounced him as a Salazar ploy to divide the
freedom struggle. Portugal loyalists accused him of being
unpatriotic and feeding off Nehru’s hand. And the secret
police blacklisted him as an active element against the
present Portuguese political regime and denied him a visa to
travel to Bombay for a surgery that could have saved his sight.

  His only response was that he stood for a Goan
  Goa...  for which we do not require Nehru's
  authorization, and which solely depends on unity
  among Goans.  His last attempt, in 1959, came as a
  telegram to Portugal's President, requesting him to
  accept the United Kingdom's offer to mediate
  between Lisbon and Delhi, and calling for a
  possible referendum.

But it was all too late. Many of his fellow partisans that
had subscribed earlier petitions in 1952 and 1954 (listed in
the book, a third of which Hindus) had by now been either
intimidated into silence by the police, lost hope, or joined
pro-India organizations. [See link at the end for full list
of signatories]

In early December 1961, a last-minute attempt by a few
military officials to plan a coup and declare independence
failed. A few weeks later, Goans became Indians by conquest
and decree. The third force had been eliminated both by
Salazar and Nehru, but for Bruto da Costa freedom now felt
farther than ever.

Despite seeing his third force blocked by Salazar's Estado
Novo and the military action of 1961, Adv.  António A Bruto
da Costa stayed true to his cause, filing letters to Nehru,
Mario Soares, and Indira Gandhi.  His refusal to
pragmatically move on to work within democratic India even
lead to a split with his long-time

AAM AADMI PARTY  (AAP) Meeting at Azad Maidan, Panaji Goa

There were no hired buses, no free transport, no free money, no Liquor, No Food 
or biryani etc
Yet there were over 1000 people.
Another interesting part was almost all had AAP topi or cap on  their heads.
It is possible that many did not turn up due to fear of intimidation.

It would be awesome if someone provided a translation in Konknni and
in Marathi of the quote by Jean de la Bruyere: Avoid lawsuits beyond
all things; they pervert your conscience, impair your health, and
dissipate your property.
